The **Senior Proposal Coordinator** is tasked with overseeing the development of proposals for intricate projects (typically exceeding $5M), with a specific emphasis on the commercial aspects of the proposal and management of the pricing documentation.

This role ensures adherence to Westinghouse's governance protocols and facilitates the timely organization of necessary meetings. The individual will report directly to the Proposal Management Director.

Key Responsibilities:

- **Manage the Proposal Development Process** for large-scale offers (generally over $5M USD): Prepare the Offer Division of Responsibility Matrix.

- **Communicate** with the anticipated bid team members.

- **Develop and oversee** the proposal timeline, ensuring compliance with internal processes and customer deliverables, including scope, schedule, and cost elements.

- **Identify RFQ requirements**, including all attachments, and coordinate necessary inputs for completion (forms, translations, etc.)


- **Organize meetings** for bid/no bid decisions, kickoff sessions, and proposal status reviews. Collaborate with the Customer Solution Manager, Account Team, Contracts/Legal, and as needed, Supply Chain Management, Finance, Tax, Quality Assurance, Treasury, and Environmental Health and Safety (EH&S).

- **Support the Offer Capture Team** in developing mitigation strategies for identified risks. Prepare the comprehensive draft of the commercial bid description, pricing, Terms of Payment (TOP), and Terms & Conditions (T&C), ensuring integration of all relevant inputs into customer-specific templates.

- **Review and compile** all necessary information into a complete submission package, ensuring all elements of the customer Request for Quotation are addressed. Distribute the draft offer package to the team and consolidate feedback into the final proposal.

- **Ensure timely submission** of the proposal to the customer through the appropriate channels (paper, email, or sourcing portal). Maintain updated parameters in the Company CRM system during the Offer Phase and support negotiations with the client until the final contract is signed.

- **Oversee the entry of orders** in SAP and issue order acknowledgment letters to the customer.

- **Costing/Pricing** of large-scale offers (typically over $5M USD): Collaborate with the Customer Solutions Manager to develop cost models that align with the financial aspects of the submission and governance process.

- **Ensure accuracy** in cost rates, overhead markups, escalation, management reserves, and margin/EBITDA levels in estimates, and generate the estimate sheet and overall consolidation for multiple product segments. - **Propose payment terms** to support project cash flow requirements and prepare the pricing section of the proposal in the requested format, ensuring robustness and consistency with Westinghouse's cost inputs.

Governance Process:

- Provide oversight to ensure compliance with applicable policies and procedures.

- Determine appropriate governance levels and required approvers, schedule meetings, and develop necessary documentation in accordance with Westinghouse's policies.

- Coordinate inputs for draft governance documents and presentation materials, distribute for review, finalize, and issue to approvers.

- Secure approvals and archive final documents, capturing meeting notes and actions, and incorporating post-meeting changes.

Collaboration and Support:

- Support financial objectives for the Business Segment product portfolio, including Margin As-Sold, Order Entry, and opportunity pipeline growth.

- Maintain technical and sales knowledge to support product portfolio needs within the assigned business segment. - Develop and sustain critical relationships with internal and external stakeholders. - Participate in the implementation of sales strategies and contribute to risk identification and mitigation measures. - Support alignment and productivity of account teams, marketing, and product line employees to optimize market share.

**Education and Qualifications:** Bachelor's degree in Engineering, Business Management, or equivalent experience required. 2-5 years of experience required; 6+ years of experience strongly preferred.

Skills and Competencies:

- Strong commercial acumen and project management skills.

- Ability to meet deadlines and work independently as a proactive problem solver. - Enthusiastic team player with excellent numeracy skills. - Advanced proficiency in Microsoft Excel and effective communication skills with stakeholders at all levels.

- Proficient in Microsoft Office suite (Word, PowerPoint, SharePoint) and familiarity with additional IT tools (SAP, D365, PowerBI, PRIME) is advantageous.

- Broad technical knowledge of nuclear power plants and understanding of utility operations, maintenance, and engineering practices is desirable.
