The TPWD Staff Services Officer I is a key member of the Parks and Wildlife Department team, responsible for providing administrative support, procurement, and contract management services to the Interpretive Services branch. This role requires a strong understanding of purchasing methods and procedures, as well as excellent communication and customer service skills.
Key Responsibilities- Provide administrative support to the Interpretive Services branch, including procurement, contract management, and budget management.
- Assist with the procurement of goods and services, including researching and compiling information, and identifying and resolving procurement issues.
- Manage contracts and agreements, including negotiating terms and conditions, and ensuring compliance with departmental policies and procedures.
- Provide customer service to staff and visitors, including responding to inquiries and resolving issues in a timely and professional manner.
- Develop and implement training programs for staff, including staff training and development, and ensuring compliance with departmental policies and procedures.
- Graduation from High School or GED.
- Three years experience performing administrative support functions.
- Experience in the procurement of goods and services.
- Experience in customer service.
- Must be able to complete, within six months of employment, the Texas Basic Public Purchasing training offered by Texas Comptroller Statewide Procurement Division.
- Applicant must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.
- Graduation from an accredited college or university with a Bachelor's degree in Human Resources, Public or Business Administration or a closely related field.
- Experience in State of Texas purchasing.
- Experience in staff training.
- Experience with CAPPS Financials and/or CAPPS HR functions.
- Certified Texas Contract Developer License (Formerly Certified Texas Procurement Management).
- Knowledge of purchasing methods and procedures.
- Knowledge of state government personnel and accounting procedures and rules.
- Knowledge of general office management, administrative, accounting and clerical procedures.
- Knowledge of departmental policies and procedures.
- Knowledge of contract agreements.
- Knowledge of Educational and Outreach programming principles.
- Skill in using MS Word, Excel and Outlook.
- Skill in effective verbal and written communication.
- Skill in providing quality customer service in a courteous and professional manner.
- Skill in effective interaction with staff at all levels of the department and other State agencies and organizations.
- Skill in interpreting, analyzing and explaining organizational policies and procedures.
- Skill in identifying, researching, and compiling information in a manner that is understandable to a wide array of stakeholders.
- Skill in delivering internal staff trainings and developing / coordinating standard operation procedures.
- Skill in meeting deadlines.
- Skill in building relationships and networking between divisions.
- Skill in planning, assigning and/or supervising the work of others.
- Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.
- Ability to use sound judgment in dealing with confidential matters of significant consequences.

- Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.
- Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary.
- This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval.
- May be required to operate a State vehicle.
- Required to travel 5% with possible overnight stays.
- Must conform to TPWD dress and grooming standards, work rules and safety procedures.
- Non-smoking environment in State buildings and vehicles.
