This role allows for telecommuting, currently limited to one day per week. New hires may apply for telework after 30 days of employment.
SUMMARY: The Lead Manager of HR Process Optimization is tasked with evaluating and enhancing the effectiveness and sustainability of existing HR workflows while innovating future processes. This role involves executing targeted initiatives and collaborating with stakeholders across various MTA divisions to ensure HR processes align with the organization's strategic objectives and function cohesively across departments.
RESPONSIBILITIES:
• Conduct thorough assessments of current operational workflows, pinpoint capability gaps, and align HR, business, and IT strategies to formulate a forward-looking operational framework.
• Collaborate with cross-functional teams to oversee the design, modeling, and implementation of revised or new business processes and recommend structural changes as necessary.
• Engage with IT to investigate both new and existing technologies that can address inefficiencies, enhance operations, or resolve issues. Document requirements for new IT solutions, create procurement specifications, and participate in the RFP process and evaluations as needed.
• Analyze operational requirements and utilize data to identify trends and propose solutions.
• Proactively lead collaborative initiatives as directed by the Director of HR Process Optimization, engaging with various business groups and functional teams at multiple organizational levels. Ensure a stable foundation for procedures and processes that support HR Operations and Analytics objectives.
• Provide strategic communication, problem-solving, risk management, and quality control throughout the project lifecycle.
• Act as a Project Manager for the Director of HR Process Optimization, enhancing business processes through metrics, tools, and reporting to facilitate informed decision-making.
• Partner with cross-functional teams to plan, execute, and audit HR processes that promote efficiency and accountability across all business operations.
• Recruit, develop, and motivate team members within the department. Offer career development opportunities, timely coaching, and counseling. Manage performance reviews and create a professional environment that values diversity and fosters employee growth.
• Perform additional duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Expertise in at least three core HR Operations functions, such as Employment, HRIS, Time and Labor, and/or Benefits.
- Strong analytical, quantitative, and problem-solving capabilities, with proven experience in business case development and implementation planning.
- Excellent communication skills, both verbal and written, with the ability to tailor messages for different audiences to achieve strategic consensus.
- Strong interpersonal skills to collaborate effectively across all levels of the MTA organization.
- Familiarity with business process modeling tools.
- Detail-oriented, organized, and deadline-driven.
- Ability to inspire and influence change within the organization.
- Proficient in building relationships and working with diverse individuals with tact and sensitivity.

- Knowledge of performance metrics and ability to meet established targets.
- Understanding of Business Processes, Process Mapping, and Process Optimization.
- Experience in enhancing organizational execution through systems improvement and strategic analysis.
• Ability to synthesize multiple perspectives and influence stakeholders to implement a cohesive action plan.
• Comfortable working with data and making data-driven decisions.
• Ability to thrive in a dynamic, fast-paced environment and work collaboratively as part of a team.
• Capable of navigating ambiguous situations while balancing strategic and operational needs to deliver optimal outcomes for stakeholders.

EDUCATION AND EXPERIENCE:
Bachelor's Degree in Business Administration, Organizational Management, or a related field. Equivalent combinations of education and experience may be considered.
REQUIRED:
- Minimum of 7 years in business process analysis or requirements development.
- At least 3 years of experience providing solutions to complex challenges in business process areas such as Time and Labor, Payroll, Human Resources, and Benefits administration.
- MBA or advanced degree.
- Experience in Shared Services.
- Lean Six Sigma Certification.
- Familiarity with PeopleSoft HCM and Oracle HCM.
- Experience with Cloud Migrations.
- Proficient in office productivity tools and web-based applications.
