Job Summary:

This is a temporary position assignment that may last up to one year, depending on the disaster response need. The Disaster Assistance Data Operator is a demanding yet rewarding administrative role that involves data entry for the Other Needs Assistance (ONA) program, part of the Federal Assistance for Individuals and Households Program (IHP).

Key Responsibilities:
  • Entering disbursement information from the State Comptroller's Office into the National Emergency Management Information System (NEMIS) to update client payment statuses.
  • Batching payments to ensure there are no system errors, entering recoupment information, and managing client details related to lost or stolen warrants and fraud referrals.
  • Verifying, researching, correcting, and retrieving information, as well as tracking payments in the Health and Human Services Administrative System (HHSAS).
  • Answering client inquiries about grant statuses, running daily reports using NEMIS and HHSAS, and instructing other operators on their tasks.
Essential Job Functions:
  • Data Entry and System Inquiry (40%): Enters data and conducts inquiries into automated systems.
  • Report Preparation (10%): Prepares basic ongoing or special narrative or statistical reports.
  • Communication and Problem Resolution (10%): Communicates with others to verify information, answer inquiries, address issues, and resolve and report problems or complaints.
  • Data Validation and Accuracy (15%): Researches, validates, and makes corrections to files, ensuring the accuracy of the data.
  • Monitoring and Document Control (15%): Monitors, controls, and prepares batched input documents for data entry.
  • Staff Instruction and Training (10%): Provides instruction, guidance, or training to staff.
Knowledge, Skills, and Abilities:
  • Knowledge of disbursement information received from the State Comptroller's Office.
  • Knowledge of the Emergency Services Program and the Federal Assistance to Individuals and Households Other Needs Assistance Program (IHP/ONA) and related procedures.
  • Knowledge of the Federal National Emergency Management Information System (NEMIS).
  • Skills in communicating effectively both orally and in writing.
  • Skills in establishing and maintaining effective working relationships with all levels of staff, customers, and the public.

This position requires flexibility, as the role involves working beyond normal hours, including holidays and weekends, particularly during the early months following a disaster declaration. The Texas Department of Aging & Disability Services is an equal opportunity employer.
