Job Summary:

The Texas Department of Aging & Disability Services is seeking a highly skilled Disaster Response Unit Supervisor to join our team. As a key member of our Disaster Assistance Unit, you will be responsible for overseeing the daily operations of the unit, ensuring compliance with federal and state regulations, and providing exceptional support to individuals and families affected by disasters.

Key Responsibilities:
  • Communication and Issue Resolution: Communicate effectively with internal and external stakeholders to provide information, address issues, and resolve problems or complaints.
  • Management of Unit Operations: Manage unit operations to achieve program objectives for service delivery, including monitoring budgets and caseloads, consulting with staff on case issues, and conducting unit meetings.
  • Financial Eligibility Determination: Obtain, verify, and calculate income and resources to determine client financial eligibility.
  • Unit Performance Evaluation: Evaluate unit performance through case readings, computer reports, and observation of unit operations to ensure compliance with policies, procedures, and service control requirements.
  • Compliance Monitoring: Read case records to determine compliance with policies and procedures, identifying trends and implementing corrective actions as necessary.
  • Staff Selection and Development: Select, manage, and develop staff through conferences, mentoring, training, and performance appraisals.
  • Client Interviews for Eligibility Determination: Interview clients or authorized representatives to gather information for determining eligibility for benefits.
  • Eligibility Reviews: Conduct reviews to determine or verify eligibility or continued eligibility and benefit levels.
  • Program Explanation and Referrals: Explain program services and policies to clients, and make referrals to agency programs, other state agencies, or community resources.
  • Facilitation of Client Access to Supportive Services: Determine eligibility and facilitate client access to supportive services such as childcare, transportation, housing, education, training, employment, medical services, and family planning.
Requirements:
  • Knowledge: Knowledge of overall program, including federal and state guidelines, regulations, programs, policies, and procedures.
  • Skills: Applying guidelines, regulations, and policies to a variety of cases, working with the public and public groups.
  • Abilities: Listening, eliciting, and evaluating information, interpreting terms, and resolving conflicting statements, communicating effectively orally and in writing with community members, other agencies, and the media.
Working Conditions:

This is a telework-eligible position after a successful 30-day probationary/training period. The position may require representation of the Health and Human Services Commission (HHSC) in administrative hearings, at the State Emergency Operations Center, and in Disaster Field Offices, Disaster Recovery Centers, and disaster-related town hall meetings.
