Basic Eligibility Criteria for NRO Positions

Work Environment

The NRO Office of Security and Counterintelligence (OS&CI) is dedicated to ensuring that mission support is upheld through ongoing development, management of policy-driven guidance, and the safeguarding of our assets. A vital aspect of OS&CI's mission is to maintain a reliable workforce. To this end, the NRO is looking for Polygraph Examiners for its Polygraph Management Branch (PMB), which acts as a critical resource for the Personnel Security Division (PSD) in its overarching objective of adjudicating access to Sensitive Compartmented Information (SCI) within NRO's highly sensitive operational landscape.

These roles will function as Security Specialists (Polygraph Examiner), executing operational counterintelligence (CI), counterespionage (CE), and personnel security polygraph assessments. These are specialized Polygraph Examiner roles, involving a variety of intricate assignments and non-standard situations that necessitate extensive expertise and experience in the technical domain.

All polygraph assessments will involve case file analysis, interviewing, information elicitation, and report preparation.

The NRO Cadre is currently gathering resumes for consideration for present and future opportunities in Chantilly, VA for Full Performance level (GG-11 to GG-13), Security Specialist (Polygraph Examiner), occupational series 0080.

Eligibility to Apply
These roles are open to the general public. Current federal employees must be at the indicated grade level or higher as specified in this announcement. This is not a promotional opportunity for existing federal employees. If selected, federal employees will transition laterally at their current grade level and step. Responsibilities
Obtain and maintain federal polygraph examiner certification. Conduct polygraph examinations on a diverse population requiring access to TS/SCI information, which may involve interviewing high-profile examinees and eliciting information on highly sensitive security matters. Ensure polygraph examinations strictly adhere to legal and regulatory standards, and meet the security and ethical requirements for the NRO. Provide briefings to leadership on significant and/or noteworthy cases. Collaborate with other polygraph examiners and supervisors for status updates and guidance as necessary. Review available security and supporting documents to determine the best course of action for polygraph testing. Participate in special projects and initiatives, and perform unique assignments. Safeguard classified materials through sound security practices to ensure the protection of classified information. Apply relevant directives and policies relating to polygraph and personnel security.
Qualifications Required
Candidates who are not federally trained and certified must successfully complete the twelve-week Psychophysiological Detection of Deception (PDD) training course at the National Center for Credibility Assessment (NCCA). Admission to the NCCA PDD training program requires: U.S. Citizenship, a minimum age of 25 (may be waived), a bachelor's degree from an accredited four-year institution (transcripts required), and at least two years of investigative experience (may be waived). Successful completion of a Counterintelligence Security Polygraph (CSP) examination is also required. Once certified by the NRO, candidates must meet the minimum standards for DoD Certification continuation as a Polygraph Examiner. Proficiency in computer software, particularly the Microsoft Office suite. Skills in applying data-gathering, analytical, and evaluative techniques to identify, consider, and resolve issues concerning the efficiency and effectiveness of program policy and operations; demonstrates the ability to analyze, plan, and adjust individual work to meet program requirements and objectives within available resources. Ability to provide briefings, prepare reports, and develop training materials on a wide range of issues and topics related to program activities. Proven ability to communicate effectively, both orally and in writing. Qualifying experience may have been acquired in any public or private sector role, but must clearly demonstrate past experience in applying the necessary competencies, knowledge, skills, and abilities to successfully perform the duties of the position as described above. Experience must be detailed in your resume.

Preferred Qualifications:
Highly Desired: Current federally certified Polygraph Examiner. Experience as a polygraph examiner in the private sector. Experience in interviewing and eliciting information from a variety of sources.
Additional Information
Overtime may be required, including evenings, weekends, and/or holidays. Travel may be required for temporary duty assignments. Financial Disclosure: May be required to file a Confidential Financial Disclosure Report upon appointment and annually thereafter. Geographic Mobility Agreement: May be subject to directed reassignment as required to address mission effectiveness and/or career development. Emergency Essential: Certain positions are deemed emergency essential and incumbents must be willing to meet all position requirements.

GG-11: $82,764 - $107,590

GG-12: $99,200 - $128,956

GG-13: $117,962 - $153,354

Upon successful completion of PDD training at NCCA:

Salary range for the Chantilly, VA area:

GG-11: $86,950 - $113,032

GG-12: $104,217 - $135,478

GG-13: $123,928 - $161,111

**These positions are Full Performance DCIPS roles. The NRO is accepting applications from U.S. Citizens and current Federal Government employees for these positions . To qualify, federal employees must currently be at the GG-11, GG-12, or GG-13 level and may only apply for a lateral reassignment at their current grade level and step. Hiring Incentives

Trial Period
