Work Environment

The NRO Office of Security and Counterintelligence (OS&CI) is dedicated to ensuring mission support through the continuous development and management of policy-driven guidance, alongside the safeguarding of our assets. A critical aspect of OS&CI's mission is to maintain a trusted workforce. To this end, the NRO is looking for skilled Polygraph Examiners for its Polygraph Management Branch (PMB), which acts as a vital resource for the Personnel Security Division (PSD) in adjudicating access to Sensitive Compartmented Information (SCI) within NRO's highly sensitive operational landscape.

These roles function as Security Specialists (Polygraph Examiners), conducting operational counterintelligence (CI), counterespionage (CE), and personnel security polygraph assessments. The positions entail a variety of complex tasks and non-routine scenarios, necessitating extensive expertise and experience in the technical domain.

All polygraph assessments involve thorough case file analysis, interviewing, information elicitation, and report composition.

The NRO Cadre is currently gathering resumes for consideration for ongoing and future roles in Chantilly, VA for Full Performance level (GG-11 to GG-13), Security Specialist (Polygraph Examiner), occupational series 0080.

Employment Opportunities

Responsibilities
Obtain and maintain federal polygraph examiner certification. Conduct polygraph examinations on a diverse population requiring access to TS/SCI information, which may involve interviewing high-profile examinees and eliciting information on sensitive security matters. Ensure polygraph examinations adhere strictly to legal and regulatory standards, meeting the security and ethical requirements of the NRO. Provide briefings to leadership on significant cases. Collaborate with other polygraph examiners and supervisors for updates and guidance as necessary. Review available security and supporting documents to determine the best course of action for polygraph testing. Engage in special projects and initiatives, and undertake special assignments. Safeguard classified materials through sound security practices. Apply relevant DoD Directives, ODNI policy, and NRO Directives concerning polygraph and personnel security.
Qualifications
Candidates not federally trained and certified must successfully complete the twelve-week Psychophysiological Detection of Deception (PDD) training at the National Center for Credibility Assessment (NCCA). Admission requires U.S. Citizenship, at least 25 years of age (may be waived), a bachelor's degree from an accredited institution, and at least two years of investigative experience (may be waived). Successful completion of a Counterintelligence Security Polygraph (CSP) examination is also necessary. Once certified by the NRO, candidates must meet minimum standards for DoD Certification continuation as a Polygraph Examiner. Proficiency in computer software, particularly the Microsoft Office suite. Skills in applying analytical techniques to identify and resolve issues regarding program policy and operations. Ability to prepare reports and training materials on a wide range of program-related topics. Strong communication skills, both oral and written. Experience must be reflected in your resume.

Desired Qualifications:
Highly Desired: Current federally certified Polygraph Examiner. Experience as a polygraph examiner in the private sector. Experience in interviewing and eliciting information from various sources.
Additional Information
Overtime may be required, including evenings, weekends, and/or holidays. Travel may be necessary for temporary duty assignments. Financial Disclosure may be required upon appointment and annually thereafter. Geographic Mobility Agreement may apply for mission effectiveness and career development. Certain positions are deemed emergency essential and incumbents must meet all position requirements.

GG-11: $82,764 - $107,590

GG-12: $99,200 - $128,956

GG-13: $117,962 - $153,354

Upon successful completion of PDD training at NCCA:

Salary range for the Chantilly, VA area:

GG-11: $86,950 - $113,032

GG-12: $104,217 - $135,478

GG-13: $123,928 - $161,111

**These positions are Full Performance DCIPS roles. The NRO is accepting applications from U.S. Citizens and current Federal Government employees for these positions. Federal employees must currently be at the GG-11, GG-12, or GG-13 level and may only apply for a lateral reassignment at their current grade level and step.**
