Job Overview:

The Delivery System Quality & Innovation (DSQI) Unit within the Medicaid CHIP Services (MCS) Office of Quality and Program Improvement is seeking a highly skilled individual to join as a Quality Analyst (Program Specialist V).

The mission of DSQI is to drive innovation, incentivize improvements, and educate stakeholders to enhance healthcare quality.

The DSQI Unit is responsible for crafting and executing innovative requirements and financial incentives, offering education and technical support to promote the adoption of best practices, and assessing the effectiveness of quality programs and interventions.

The Quality Analyst will report directly to the Manager V in the Delivery System Quality & Innovation (DSQI) Unit.

This role operates under general supervision with significant autonomy for initiative and independent judgment.

Key responsibilities encompass the development of written communications and presentations for both internal and external stakeholders; coordinating and providing technical assistance to program participants; and conducting research, analysis, and development activities related to major programs impacting the agency and other Texas HHS entities.

The DSQI team currently spearheads several high-profile quality enhancement initiatives that are vital to the Medicaid program in Texas, including quality aspects of Medicaid directed payment programs, the Non-Medical Drivers of Health (NMDOH) Action Plan, and collaboration with hospitals to mitigate unnecessary emergency department visits by Medicaid beneficiaries.

The Quality Analyst will work collaboratively within a team environment and will also act as a primary contact for DSQI quality initiatives.

Core Responsibilities:
Collaborates across MCS to identify innovative and effective solutions for clients and staff.

(35%) Produces high-quality written materials, including guidance documents, presentations, project updates, summaries, legislative reports, and other documents related to quality improvement and innovation initiatives.

(20%) Engages with Medicaid providers and provider associations to coordinate, enhance, and garner support for quality and innovation initiatives. Consults with agency staff and stakeholders to address issues, identify training needs, and evaluate program effectiveness.

(20%) Reviews and validates data submitted by Medicaid payors and providers participating in quality programs. Identifies discrepancies in submitted data and collaborates with providers to develop corrective action plans, ensuring compliance with state and federal requirements.

(15%) Conducts policy research, data analysis, spreadsheet development and maintenance, and coordination related to the reporting of healthcare quality measures, as well as other Medicaid quality or delivery system reform planning and implementation activities.

(10%) Contributes to the formulation of program and policy options for Medicaid quality programs and initiatives, including timelines, analyses, and detailed work plans. Assists in the development of monitoring and evaluation plans for quality improvement initiatives, including state-directed payment programs.

Required Knowledge, Skills, and Abilities:

  • Exceptional attention to detail.
  • Strong verbal and written communication skills.
  • Understanding of federal and state Medicaid and CHIP programs, services, and requirements.
  • Familiarity with key concepts of delivery system reform, healthcare innovation, non-medical drivers of health, alternative payment models, or population health.
  • Knowledge of healthcare quality measurement and common data sources used for healthcare monitoring and evaluation.
  • Ability to synthesize, analyze, and evaluate complex and technical information, translating it into clear and concise documents and presentations.
  • Proficiency in project management.
  • Skills in conducting policy and data analysis, as well as performing research.
  • Ability to develop creative and practical solutions to complex problems and policy issues.
  • Capability to negotiate with multiple parties, resolve conflicts, and establish effective working relationships.
