Human Resources Operations Manager

Position Summary:
The Human Resources Operations Manager plays a crucial role in managing Human Resources functions, ensuring adherence to governmental regulations, and promoting the organization's mission. This position demands a comprehensive understanding of federal contracting laws, a focus on employee relations, and a dedication to fostering a positive workplace culture. The Human Resources Operations Manager will report directly to the Senior Human Resources and Labor Relations Manager.
Key Responsibilities:
Management of Human Resources Functions:
- Oversee daily HR operations, including recruitment, onboarding, employee relations, performance evaluations, and offboarding processes.
- Ensure compliance with federal, state, and local employment laws and organizational policies.
- Manage the recruitment cycle to attract qualified candidates while fulfilling government contracting standards.
- Collaborate with department leaders to assess staffing requirements and create job descriptions.
- Guarantee compliance with the Office of Federal Contract Compliance Programs (OFCCP), Equal Employment Opportunity (EEO) regulations, and other pertinent guidelines.
- Prepare and submit necessary compliance reports.
- Address employee inquiries, grievances, and disciplinary matters in line with company policies and legal standards.
- Promote a positive work environment through effective communication and conflict resolution strategies.
- Develop and implement performance appraisal systems to align employee performance with organizational objectives.
- Provide guidance and support to managers regarding performance management challenges.
- Identify training needs and coordinate professional development initiatives for staff.
- Ensure compliance of training programs with government contracting standards.
- Oversee the management of employee benefits programs, including health insurance and retirement plans.
- Ensure benefits offerings are competitive and compliant with legal standards.
- Develop, implement, and revise HR policies and procedures to ensure compliance and alignment with best practices.
- Communicate policies effectively to employees to ensure understanding and adherence.
- Lead, mentor, and develop a team of HR professionals to achieve departmental objectives.
- Foster a collaborative and high-performance team culture.
Education:
- Bachelor's degree in Human Resources, Business Administration, or a related discipline.
- Professional HR certification (e.g., SHRM-CP, PHR) is preferred.
- 2 to 4 years of experience in a Human Resources supervisory role.
- Experience in government contracting and familiarity with OFCCP, EEO, and other relevant regulations is essential.
- In-depth knowledge of employment laws and regulations.
- Exceptional interpersonal and communication skills.
- Strong problem-solving and conflict-resolution capabilities.
- Proficiency in HRIS and related software.
- Ability to manage sensitive and confidential information with discretion.
- High integrity and ethical standards.
- Strong organizational skills and attention to detail.
- Ability to work independently and collaboratively.
- Proven ability to lead and develop HR staff.
- Standard office environment.
- Occasional travel may be necessary.
