Position Summary: We are seeking an Independent Contractor: Infrastructure Project Engineer to join our team in Port-au-Prince, Haiti.

Target Sector: This role encompasses all INL areas of responsibility, including construction and refurbishment projects related to law enforcement, judicial, and correctional facilities.

Role Purpose: The selected candidate will provide essential technical expertise to the INL as it embarks on initiatives aimed at fortifying critical infrastructure. The Infrastructure Project Engineer will offer guidance on building designs and specifications, refurbishment strategies proposed by contractors, cost assessments, security considerations tailored to the local context, and quality control standards for INL-supported construction endeavors throughout Haiti.

Contract Duration: Nine months

Qualifications Required:

  • Doctorate degree from an accredited institution (20 years of relevant experience may substitute for educational requirements).
  • A minimum of 15 years of professional experience.
  • The candidate must currently work in or have recently retired from the construction or engineering field within the last five years.
  • Proven ability to provide technical guidance on construction methodologies while considering local construction practices.

Additional Information: The selected Subject Matter Expert (SME) will handle Sensitive but Unclassified information and will require a Moderate Risk Public Trust (MRPT) determination.

Preferred Qualifications:

  • Proficiency in French and/or Haitian Creole.
  • Specialized knowledge or experience in constructing law enforcement facilities.
  • Expertise in the construction of correctional facilities.
  • Experience managing projects in challenging security environments.
