Job Summary

The Non-Wires Alternatives (NWA) Technical Lead is responsible for leading and collaborating on the development, analysis, implementation, maintenance, evaluation, and verification of distributed energy resources (DER) as part of the NWA in Maine. This position also leads the advancement of other key clean energy initiatives, as appropriate, such as utility thermal energy networks.

Key Responsibilities
  • Identify NWA Opportunities: Apply established distribution criteria and utility engineering practices to identify deficiencies in the distribution system.
  • Collaborate with Distribution and Transmission Planning Teams: Work closely with the Distribution and Transmission Planning teams to investigate, configure scenarios, and run models to identify NWA technologies to address system needs.
  • Perform Engineering Analyses: Perform engineering analyses of distribution system needs and technical review of NWA proposals, including distribution system reliability studies, contingency plans, and net present value economic analyses.
  • Review Benefit Cost Analysis Evaluations: Review Benefit Cost Analysis (BCA) evaluations on potential NWA projects performed by the team.
  • Support NWA Contract Negotiations: Support NWA contract negotiations and EM&V requirements.
  • Oversee NWA Opportunities Development: Oversee the development of NWA opportunities and associated sourcing process, including Requests for Proposals (RFPs).
  • Manage Budgeting and Forecasting: Manage budgeting, forecasting, and reporting requirements for the NWA programs.
  • Act as Intermediary: Act as the intermediary between the NWA team and other internal groups regarding progressing NWA projects towards contract execution and implementation.
  • Establish Stakeholder Relationships: Establish and maintain positive internal and external stakeholder relationships, including those with regulators.
  • Support Storm Restoration Efforts: Assist during storm restoration efforts.
Requirements
  • Education: Bachelor of Science Degree in Electrical Engineering or Electrical Engineering Technology required.
  • Experience: Minimum of 7 years relevant technical experience required (Industry Related).
  • Master's Degree: Master's degree preferred.
Technical and Functional Job Specific Skills
  • Knowledge of Electric Transmission and Distribution System: Knowledge of the electric transmission and distribution system, DER Planning and System impact.
  • Power System Studies: Knowledge and interpretation of study assumptions and results, including Comprehensive Area Studies, Power Flow, DER, Voltage, Contingency, phase imbalance, Power Factor correction, Short Circuit, reliability, resiliency, Capacity, distribution automation, etc.
  • Software Proficiency: Power System Analytics, including CYME, PSSE, ASPEN, etc.
  • Utility Operations and Stakeholder Interactions: Demonstrated understanding of utility operations and positive stakeholder interactions, with experience working with and across functional departments.
  • Project Management: Demonstrated project management experience and supporting the implementation of complex initiatives and projects.
  • Regulatory and Compliance Environment: Knowledge of Regulatory and Compliance Environment, including Local, State, and Federal Regulatory Standards and Requirements (NERC, NPCC, ISO, PUC, etc.).
