Position Overview:

Serco North America is in search of a Submarine Test and Evaluation Project Leader for a prominent submarine acquisition program office. This office is tasked with the essential responsibilities of identifying, assembling, managing, directing, and coordinating the resources necessary for Research & Development, design, construction, testing, and evaluation of new construction submarines, particularly from sea trials to Post Shakedown Availability (PSA). The new construction submarine program is recognized as the Defense Department's top acquisition priority.

Key Requirement:
The ability to obtain and maintain a Top-Secret clearance is essential.

Serco plays a vital role in supporting the U.S. Navy as a prime contractor for the Team Submarine initiative, which consolidates previously separate submarine-related activities into a unified organization. This approach aims to eliminate traditional barriers and inefficiencies in submarine research, development, acquisition, and maintenance, thereby enhancing communication among various program offices and contributing to the overall success of the United States Submarine Force.

Responsibilities:
In this role, you will:

  • Plan and coordinate testing and evaluation events for new construction submarines.
  • Provide expert-level guidance to diverse teams on program management processes, coordinating schedules, supporting cost assessments, managing risks, and developing operational plans post-delivery.
  • Utilize standard Microsoft Office tools to create presentations, draft correspondence, and build spreadsheets to effectively communicate essential points, disseminate decisions, and analyze data.

Qualifications:
To excel in this position, you should possess:

  • In-depth knowledge of submarine operating procedures, operating instructions, and casualty procedures to support and develop logistical technical documentation for the COLUMBIA Class.
  • Experience as a submarine department head.
  • A current or active DoD Secret security clearance with the capability to obtain and maintain a Top-Secret clearance.
  • A Bachelor's or Master's degree in a technical or managerial field.
  • Eight to ten years of operational submarine experience.
  • The willingness to travel up to 15% of the time.

In-Office Presence:
While residing in the Washington, DC metropolitan area is not mandatory, a minimum of three days of in-office presence each week at the Washington Navy Yard is required. Limited telework (maximum of 1-2 days per week) may be available after the initial onboarding period.

Additional Desired Experience and Skills:
Preferred qualifications include:

  • Recent submarine operational experience within the last five years.
  • Experience as a submarine executive officer.
  • Experience as a submarine squadron deputy.
