GENERAL RESPONSIBILITIES

  • Provide Test and Evaluation (T&E) expertise across a broad spectrum of Science and Technology activities, including test planning, execution, data management, and reporting.
  • Offer T&E oversight support for multiple government programs, leveraging deep knowledge and experience in T&E methods.
  • Deliver T&E expertise for assessing effectiveness and suitability in operationally constrained environments.
  • Conduct T&E technical analysis as part of an integrated program team, offering technical advisory and oversight to the government test and evaluation division lead.
  • Develop robust test data collection strategies to ensure that test data provides objective evidence of system performance.
  • Participate in Technical Working Groups and Integrated Program Teams to align program development schedules with planned systems engineering and test activities.
  • Play a key technical role in design reviews, ensuring tasks and actions meet specified milestone criteria and government-established requirements.
  • Support technical review processes and assess performance and work products.
  • Contribute to the development of system-level test objectives and assess/verify test performance.
  • Serve as a key member of T&E Working Groups and other Integrated Product Teams, as needed.
  • Demonstrate a comprehensive understanding of the end-to-end System Development Life Cycle.
  • Observe and assess Developmental, Operational, and Cyber test events.

SKILLS REQUIRED

  • Cyber SME experience is mandatory.
  • Educational Requirements: BS + 20 years or MS + 15 years of relevant experience.
  • Must be trained/certified or willing to achieve DHS T&E Certification Level III equivalency.
  • Familiarity with cyber resilience testing activities, including common vulnerability and penetration assessments and adversarial assessments.
  • Ability to respond quickly to requirements and tasks under tight deadlines in a high-pressure homeland security environment, with strong critical thinking and judgment skills.
  • Experience interacting with diverse federal and contractor staff within large government organizations.
  • Knowledge of DHS Acquisition Directives and Acquisition Lifecycle Framework (AD102/ALF), or equivalent DoD experience.
  • Experience with DHS (or DoD equivalent) T&E policies, procedures, and best practices.
  • Ability to support and perform assessments of T&E artifacts, such as the T&E Master Plan (TEMP), Developmental and Operational Test and Evaluation Plans, Operational Requirements Documents, Mission Needs Statements, Cyber Resilience Test Plans, and assist with Letters of Assessment and T&E guidelines.
  • Familiarity with DHS 4300A and the NIST Risk Management Framework.
  • Minimum SECRET Clearance required.

  • Washington, DC (Position is almost 100% remote with limited travel)
