Job Title: Income Certification Specialist

West Side Federation for Senior and Supportive Housing, Inc. is seeking a highly motivated and detail-oriented Income Certification Specialist to join our team. As a key member of our housing team, you will be responsible for ensuring compliance with HUD and LIHTC regulations, maintaining accurate records, and providing exceptional customer service to our residents.

Key Responsibilities:
  • Process HUD/NYCHA Project Based Section 8, LIHTC, and HOME certifications, move-outs, unit transfers, gross rent changes, and lease renewals in a timely and accurate manner.
  • Manage and maintain waiting lists to ensure timely filling of vacancies, and purge wait lists in accordance with HUD's wait list management and tenant selection regulations.
  • Prepare for MOR reviews, LIHTC, and HOME tenant file audits, and prepare responses to ensure close-out.
  • Maintain and prepare resident files to ensure audit readiness at all times.
  • Prepare investor reporting documents as required.
Requirements:
  • College degree preferred.
  • Minimum 3-5 years of experience in affordable housing compliance, with a focus on HUD Project Based Section 8, LIHTC, and HOME programs.
  • Working knowledge of HUD Rules and Guidelines Rev. 1 Change 4) and HUD reporting requirements.
  • Certified Occupancy Specialist (COS) or Assisted Housing Manager (AHM) designation required.
  • NY State Notary Public or must receive NY State Notary Public within the first 3 months of employment.
  • Proficiency in using property management software, preferably OneSite and/or Yardi.
  • Bilingual (English/Spanish) required.
Essential Skills and Abilities:
  • Administrative skills, including general office duties, writing letters, preparing reports, interpreting policies and procedures, and proficiency in office equipment.
  • Excellent communication and language skills, with the ability to effectively communicate with all levels of employees, outside agencies, and manage large volumes of correspondence.
  • Computer skills, including Adobe Acrobat, Excel, Word, Outlook, Internet, and OneSite.
  • Coordinating skills, including the ability to prioritize and schedule multiple projects simultaneously, and effectively organize records/files.
