Position Summary

We are seeking a Program Manager to oversee and enhance the operations related to the United States Central Command (USCENTCOM) Headquarters IDIQ for Professional Services (CHIPS).

The USCENTCOM requires expert services to facilitate theater-strategic joint staff operations that align Department of Defense (DoD) military activities with United States Government (USG) policies and strategies. This role will support HQ USCENTCOM in executing the seven joint functions essential to joint operations: command and control, information, intelligence, fires, movement and maneuver, protection, and sustainment. These functions are organized and executed across various staff domains, including manpower, intelligence, operations, logistics, engineering, plans, strategy, policy, communications, training, resource management, and public affairs.

The Program Manager will spearhead contract management and business development initiatives for task orders issued under this IDIQ, ensuring effective operational, administrative, contractual, and financial support. Key responsibilities will encompass budget oversight, activity forecasting, consultant management, and recruitment efforts.

Key Responsibilities

Program Management:

  • Act as the primary liaison for client services and contract representation.
  • Conduct program integration and project management tasks, including staffing, project planning, performance monitoring, quality assurance, and financial oversight.
  • Ensure compliance with financial and contractual reporting requirements, including approval of time sheets, expense reports, and contract-related purchases.
  • Manage all administrative, training, and operational aspects related to the IDIQ.
  • Develop and implement strategies affecting staff appointments, promotions, transfers, and terminations.

Business Development:

  • Represent Dexis with relevant USG entities to influence market trends and prepare for future task orders.
  • Lead task order and bid submissions, making strategic decisions regarding direction, partnerships, and key recruitment.
  • Serve as the technical lead, writer, or advisor for relevant task order submissions.
  • Collaborate with business development, finance, contracts, and other support teams to ensure successful bid and project initiation.
Qualifications
  • Bachelor's degree from an accredited institution and a minimum of eight (8) years of experience in program management.
  • Active Top Secret Clearance is mandatory.
  • Proven experience providing lifecycle contractor support and services to the U.S. Department of Defense, particularly with CENTCOM.
  • Over five years of progressively responsible supervisory experience, including direct oversight of senior professionals and support staff.
  • In-depth knowledge of USG contracting regulations, especially within the DoD framework.
  • Demonstrated expertise in hiring and managing a large workforce, supported by a comprehensive understanding of Defense Department Contractor Personnel Office processes.
  • Proficient in Microsoft Word and Excel.
  • Detail-oriented, adaptable, and professionally sound.
  • Exceptional verbal and written communication skills.
  • Able to manage multiple tasks/projects and deadlines concurrently.
Preferred Qualifications
  • Previous military experience with CENTCOM or other Combatant Commands.
