Job Summary

We are seeking a highly skilled Engineering Project Manager to oversee and manage the delivery of water and wastewater capital projects. This role will be responsible for ensuring projects are completed on time, within budget, and to the required quality standards.

Key Responsibilities
  • Develop and manage cost estimating programs to ensure accurate project budgets
  • Scope and schedule projects to ensure timely completion
  • Develop project execution plans and strategies, including identification of stakeholders, risks, and constraints
  • Source and select engineering consultants and construction contractors through a competitive bidding process
  • Negotiate design and construction cost proposals
  • Manage and administer engineering consultant and construction contracts
  • Coordinate design and construction activities with Engineering and Operations staff
  • Review and evaluate design and technical documents prepared by engineering consultants
  • Provide formal and informal reporting on project progress
  • Develop and update spending forecasts
  • Interact with regulatory agencies, other utilities, and property owners to obtain necessary permits and approvals
  • Oversight of construction activities and coordination with construction inspectors
  • Complete close-out documentation for asset booking and capitalization
  • Provide technical guidance and advice to support Operations staff
Requirements
  • 4-year degree in Civil or Environmental Engineering, Construction Management, or a related technical discipline
  • Minimum of 6 years of experience in civil engineering, project management, and construction/operation of water and wastewater facilities and infrastructure
  • Project assignments will be varied in scope and require the use of independent judgment and initiative
  • A solid understanding of current trends and technology for water and wastewater conveyance and treatment systems is required
  • Registration as a Professional Engineer in the State of Arizona or ability to obtain registration within 1 year is preferred
  • Az Department of Environmental Quality (ADEQ) operator certifications are a plus
  • Must also be extremely well-versed in Microsoft Office software, including Word, Excel, and PowerPoint
