Job Summary

We are seeking a highly skilled Payroll Manager to join our team at Regional Transportation District (RTD). As a key member of our HR department, you will be responsible for overseeing the accuracy and scheduling of payrolls, as well as investigating and settling disputes involving possible errors.

Key Responsibilities
  • Recruit, train, and manage payroll staff to ensure consistent application of Employee Guidelines, processes, and procedures.
  • Establish, manage, and implement payroll and related policies and procedures required by the organization, DOL, FLSA, and the Collective Bargaining Agreement (CBA).
  • Interpret and verify personnel policies regarding salaried and represented payroll, payroll tax regulations, and monitor current legislative changes related to payroll to ensure compliance.
  • Audit the accuracy of employee pay, time off accruals, and historical records in the payroll software program and prepare schedules and analyses for internal and external auditors.
  • Oversee reconciliation of payroll-related control, resolve differences, and prepare required payroll reports.
  • Work closely with stakeholders to ensure the accuracy of Payroll G/L accounts and taxes.
  • Review payroll allocations to various departments or projects and prepare and provide status reports as needed.
  • Serve as employee time-keeping system administrator for payroll-related software applications and enhancements.
  • Administer and maintain Ties and Kronos database and coordinate program changes and enhancements with internal and external programmers.
  • Responsible for system testing and production of payroll documents in Oracle, Workday, Kronos, and Ties.
  • Maintain the integration and setup of multiple time-keeping systems and payroll elements within the Oracle database.
  • Manage, administer, and review the preparation and distribution of the annual W2 reporting forms and oversee all report preparation.
Requirements
  • Bachelor's Degree from an accredited four-year college or university in Accounting, Finance, Business Administration, or a closely related field.
  • A minimum of seven years of progressively responsible experience in a higher-level payroll position for a medium or large organization, including experience with payroll in a collective bargaining environment.
  • A minimum of three years of supervisory experience.
  • A minimum of five years of experience working with payroll software systems.
  • Experience with Workday and Oracle eBusiness Suite to include core HRMS-Payroll, OTL Administrator, and UPK applications, preferred.
  • CPP, Certified Payroll Professional, preferred.
  • Proficiency in internal controls.
  • Proficiency in federal, state, and local laws related to payroll, including FLSA, Section 125, and deferred compensation.
  • Excellent problem-solving and analytical skills, including the ability to research, analyze, and reconcile payroll data.
  • Ability to manage and diffuse stressful situations.
  • Ability to provide excellent customer service when responding to customer inquiries or complaints.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Proficiency in federal, state, and local laws related to payroll, including FLSA, Section 125, and deferred compensation.
  • Proficient with Microsoft Office Suite.
  • Ability to communicate effectively, orally and in writing.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively, which includes planning, organizing, and prioritizing with attention to details.
  • Experience with Union payroll processing, preferred.
