Position Overview

SAIC is seeking a Principal Systems Engineer to deliver expert technical guidance and strategic recommendations concerning the planning, execution, and oversight of Information Warfare initiatives within the Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I). The ideal candidate will offer high-caliber engineering advisory services pertinent to assessing requirements, technical roadmaps, acquisition documentation, and resource allocation.

Key Responsibilities:

  • Evaluate necessary warfighter capabilities to ascertain System of System requirements, ensuring alignment with PEO C4I programs, identifying integration needs, assessing risks, and formulating capability roadmaps to fulfill warfighter demands.
  • Review acquisition documentation (including Acquisition Strategies, Test and Evaluation Master Plans, and Acquisition Decision Memorandums) to advise the PEO on documentation maturity and associated risks impacting successful program execution.
  • Conduct thorough analyses to pinpoint Information Warfare capability deficiencies in support of multi-domain mission threads, as well as Naval and Joint warfighting directives. Collaborate with senior fleet tactics specialists through the Warfare Improvement Process to relay findings and align analyses with prioritized fleet requirements.
  • Provide systems engineering and technical support for ongoing Information Warfare and advanced technology initiatives, assisting the PEO C4I Technical Director.
  • Engage with various levels of program leadership, including Program Managers, project managers, task leaders, and product owners.
  • Deliver technical and operational insights to integrate PEO C4I domain roadmaps into a unified Information Warfare development framework.
  • Offer subject matter expertise in meetings, technical working groups, and leadership briefings.
  • Effectively communicate requirements, deliverables, and progress to senior civilian and military personnel.

Qualifications:

Essential Requirements:

  • Bachelor's degree in a relevant field (science, engineering, or mathematics) with a minimum of nine (9) years of experience; a Master's degree with seven (7) years of experience is also acceptable. Relevant experience may substitute for advanced education.
  • Active TS/SCI Clearance is required.
  • U.S. Citizenship is mandatory.
  • Familiarity with the PEO C4I / NAVWAR organizational structure, programs of record, and mission objectives.
  • Knowledge of airborne C4I architectures.
  • Basic understanding of DoD and U.S. Navy acquisition documents and the DoD 5000 series acquisition process.

Preferred Skills:

  • INCOSE ASEP/CSEP certification.
  • Experience with the Cameo System Modeler.
  • Understanding of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process, particularly the OPNAV process.
  • Prior military experience with DoD C4I systems.
  • Experience with unmanned systems and their payloads.

Compensation: Target salary range is $160,001 - $200,000, reflecting typical compensation based on experience and other factors.

Covid Policy: SAIC does not mandate COVID-19 vaccinations or boosters; however, customer site vaccination requirements must be adhered to when work is performed at a customer site.
