Job Summary

This role is integral to the Public Works- Engineering Division, focusing on the application of project management methodologies and principles in the planning, design, and execution of infrastructure enhancement initiatives, often linked to capital projects and funding programs.

Key Responsibilities
  • Oversee and manage multiple intricate and high-visibility design and construction initiatives for municipal facilities and significant maintenance projects.
  • Supervise the complete project lifecycle, which may encompass land acquisition, design, construction, and project closure.
  • Manage design consultants, general contractors, and other specialists to ensure project deliverables and specifications are met.
  • Maintain comprehensive project documentation, including tracking schedules and budgets, reviewing project documents, identifying risks, and reporting unresolved issues to senior management.
  • Engage in project planning and budget formulation.
  • Plan, schedule, and coordinate detailed phases of moderate to complex engineering projects.
  • Assist Civil Engineers and the City Engineer with infrastructure system analysis, plan reviews, and project coordination.
  • Conduct routine inspections of public works sites as necessary.
  • Address public inquiries regarding Public Works projects.
  • Prepare and manage reports and filing systems for both digital and physical records.
  • Assist in the preparation, submission, and management of State and Federal grants for various infrastructure initiatives.
  • Review and prepare project contracts, plans, specifications, progress reports, and other documentation; maintain records; and present to internal and external stakeholders.
  • Manage complex capital improvement projects in alignment with City and client expectations; prepare project charters, develop schedules and budgets, conduct bid openings, negotiate contracts, lead project meetings, and ensure compliance with contract specifications and applicable regulations.
  • Perform other related duties as assigned.
Minimum Qualifications
  • Bachelor's degree and three years of relevant experience or an equivalent combination of education and experience.
  • PMP certification or a similar credential is preferred.
  • Possession of or ability to obtain a valid driver's license issued by the State of North Carolina.
Knowledge Requirements
  • Familiarity with city and departmental policies and procedures.
  • Understanding of civil engineering principles, including hydrology, hydraulics, wastewater management, drinking water distribution, and land development.
  • Knowledge of geographic information systems or AutoCAD principles and practices.
  • Awareness of applicable laws and regulations, as well as local codes and ordinances.
  • Understanding of accounting practices and budget preparation.
  • Knowledge of construction cost estimation methods and techniques for public works projects.
  • Proficiency in planning, organizing, and prioritizing tasks.
  • Competence in performing mathematical calculations.
  • Skill in using general office equipment, including computers and calculators.
  • Proficiency in Microsoft Office applications.
  • Effective oral and written communication skills for internal and public interactions.
Preferred Skills
  • Three or more years of experience managing municipal or public capital improvement projects.
  • Understanding of local government administration, finance, and procurement processes.
  • Familiarity with grant administration and management.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and Adobe software.
Work Environment/Physical Demands

The work typically involves sitting at a desk or table, as well as standing or walking. The employee may occasionally lift light and heavy objects, use tools or equipment requiring dexterity, and must be able to distinguish between shades of color. The work is performed in an office setting and at field sites, where exposure to inclement weather may occur.
