JOB TITLE: Public Works Heavy Machinery Operator

DEPARTMENT/DIVISION: Public Works/Various

REPORTS TO: Varies

SUMMARY: This position is accountable for executing tasks primarily associated with the operation of heavy machinery. The specific equipment operated will depend on the assigned area. This role entails performing advanced maintenance tasks that require relevant experience, with minimal supervision.

ESSENTIAL JOB FUNCTIONS:
  • Operates a range of light to heavy machinery at designated job sites, which may include: Gradall, tractor trailer, excavator, bulldozer, roller, dump trucks, concrete mixers, backhoes, forklifts, loaders, skid steer, concrete breaker, and/or other related machinery.
  • Wastewater operators will manage a jet truck, vacuum trucks, and a CCTV truck.
  • Conducts preventative maintenance on relevant machinery.
  • Engages in monitoring and maintaining suitable inventory levels to ensure effective division operations.
  • Participates in various skilled maintenance tasks in the assigned area, which may include: repairing water and sewer lines; installing and fixing fire hydrants; monitoring water and sewer lines for leaks; implementing landscape and asphalt repairs; repairing and/or replacing items damaged by excavation activities; and/or performing other related tasks.
  • Oversees the work of external contractors, providing technical guidance and ensuring compliance with contract terms and specifications.
  • Establishes traffic warning devices and barricades, directing traffic around work sites. Inspects barricades daily for proper placement and visibility.
  • Prepares and cleans up work sites.
  • Transports machinery and/or materials to designated job site(s).
  • Participates in winter weather operational activities.
  • Responds to emergency operations and on-call situations.
  • Performs additional duties as assigned.
POSITION SPECIFIC JOB FUNCTIONS:

Wastewater
  • Engages in a variety of activities supporting wastewater maintenance, including: cleaning sanitary sewer collection systems; overseeing wastewater contracts and projects; identifying obstructions and issues with service taps, roots, and broken pipes; conducting sanitary sewer inspections; collecting and maintaining related data; repairing sewer collection systems; collecting and verifying GIS data for wastewater assets; assisting other divisions as needed; and/or performing other related tasks.
SUPERVISORY/BUDGET RESPONSIBILITIES:
  • Capable of temporarily assuming the Crew Leader role in the absence of the Crew Leader.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Familiarity with applicable Federal, State, and Local vehicle ordinances;
  • Understanding of construction practices in the assigned area;
  • Knowledge of tools, materials, and methods in the relevant specialty area;
  • Awareness of occupational hazards and related safety precautions;
  • Familiarity with applicable maintenance equipment;
  • Knowledge of various hand and power tools;
  • Proficient in reading maps, schematics, and/or other related drawings;
  • Skilled in writing, reading, and comprehending instructions in English;
  • Competent in performing skilled maintenance work safely and efficiently;
  • Adept at performing manual labor;
  • Experienced in operating and maintaining small to heavy-sized machinery and trucks;
  • Proficient in performing skilled maintenance and repair tasks;
  • Experienced in operating, maintaining, and repairing various hand and power tools;
  • Skilled in gathering and analyzing information and making recommendations based on findings to support organizational goals;
  • Proficient in operating a computer and related software applications;
  • Effective in communicating with a diverse range of individuals.
MINIMUM QUALIFICATIONS:
  • Depending on the area of assignment, other certifications may be required as a condition of employment.
Wastewater
  • Must obtain a TCEQ Wastewater Collection III license within specified timeframes.
  • High School Diploma or G.E.D.
  • One year of relevant equipment operations experience. OR
  • An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
PREFERENCES:
  • Class A Commercial Driver License.
  • TCEQ issued occupational license.
WORKING CONDITIONS:
  • Frequent climbing, balancing, reaching, sitting, standing, walking, stooping, kneeling, crouching, talking, seeing, hearing, smelling, and manual dexterity.
  • Occasional lifting and carrying of over 100 pounds.
  • Work is typically performed outdoors, with potential exposure to adverse weather conditions.
  • Work is occasionally performed in close quarters, high and precarious places, and near moving mechanical parts.
  • Potential exposure to risks such as electrical shock, vibration, fumes, and airborne particles.
CONDITIONS OF EMPLOYMENT:
  • Must possess a valid motor vehicle driver license.
  • Must pass pre-employment drug test.
  • Must pass criminal history check.
  • Must pass motor vehicle records check.
  • Must obtain Class A-CDL Texas Driver's License within a specified timeframe.
Wastewater
  • Must obtain Class A-CDL Texas Driver's License with tanker endorsements within a specified timeframe.
