Zoning Compliance Officer

Status: Full Time | Salary: Up to $61,800KEY RESPONSIBILITIES:
- Develop a comprehensive understanding of zoning regulations, as well as state and federal laws relevant to Planning and Zoning.
- Oversee the administration and enforcement of zoning regulations and associated guidelines.
- Review and process zoning permit applications and General Business Licenses, ensuring compliance with zoning regulations and application completeness.
- Issue land-use permits when all zoning requirements are met and maintain accurate records of all permits issued.
- Conduct inspections to verify that land use changes comply with zoning regulations, utilizing checklists and guidelines.
- Participate in Planning Commission and Board of Zoning Appeals meetings to provide insights on zoning matters and assist with zoning administration, including evening meetings as necessary.
- Evaluate and provide recommendations on property divisions, including land splits and combinations.
- Perform technical reviews and site inspections, preparing reports for the Planning Commission, Board of Zoning Appeals, and Site Plan Review Committee regarding project proposals such as special use permits, conditional use permits, zoning amendments, variances, and appeals.
- Investigate alleged zoning violations and inform landowners/applicants of required corrective actions, maintaining a record of violations with supporting evidence.
- Formulate recommendations for zoning amendments, fee structures, and zoning forms, collaborating with the City Planner to address challenges in zoning administration.
- Maintain the zoning map, documentation, and office records, ensuring all amendments are recorded and official documents are accessible to the public.
- Coordinate with relevant departments and agencies to prepare and disseminate public notices for meetings and hearings.
- Assist the public, applicants, developers, and their representatives with zoning inquiries and direct them to appropriate agencies for additional permits.
- Serve as the city's Floodplain Administrator, collaborating with relevant state and federal agencies.
SUPERVISION:
Minimal supervision received; oversees Planning and Zoning Assistant.
REQUIRED SKILLS AND QUALIFICATIONS:
- Strong communication skills, both written and verbal, with the ability to interact professionally with officials and the public.
- Proficient in telephone and email communication.
- Public speaking abilities for presentations to groups and organizations.
- Knowledge of construction, real estate, zoning, and subdivision terminology.
- Advanced proficiency in Microsoft Office Suite.
- Excellent organizational skills and ability to meet deadlines.
- Possession of a valid Indiana driver's license and reliable transportation.
WORKING ENVIRONMENT:
- Primarily office-based work with some outdoor responsibilities, regardless of weather conditions.
- Regular travel within the municipality/region.
- Potential for irregular or extended hours to address urgent matters.
- Availability for work-related calls outside of standard hours.
EDUCATION AND EXPERIENCE:
Applicants should possess a background in municipal planning and zoning, with experience in reading legal documents, urban planning/design, and zoning/subdivision codes. A degree in planning, geography, economics, or a related field is preferred, along with high-level computer skills, including proficiency in word processing, databases, operating systems, and GIS mapping.
