POSITION SUMMARY

We are looking for a Human Capital Analyst to offer support in workforce management and process enhancement, aiding the mission of the Human Capital Development Branch.


KEY RESPONSIBILITIES:

The following outlines the primary functions associated with this role, though additional tasks may be assigned as necessary:

  • Develop organizational and functional diagrams for all divisions, applying manpower standards and conducting analyses in accordance with relevant regulations.
  • Collaborate with internal departments to gather monthly Unit Manpower Documents (UMDs) and Unit Personnel Management Rosters (UMPRs) for review by leadership.
  • Initiate government-directed manpower modifications to ensure accurate representation of UMDs and associated UMPRs.
  • Maintain and update the internal manning/personnel Situation Report (SITREP) weekly, incorporating UMD and UMPR details for leadership review.
  • Ensure all manpower documentation reflects any changes, updates, or deletions.
  • Assist in drafting manpower change actions and conducting studies to define justifiable manpower requirements.
  • Support data collection and management for current and future fiscal year manpower updates, coordinating with various departments as needed.
  • Engage in the Manpower Integrated Process Team to assess work processes and evaluate personnel mix to ensure effective resource utilization.
  • Act as a process improvement analyst focused on enhancing the efficiency of human capital services, identifying and implementing improvements with necessary approvals.
  • Utilize Microsoft Office Suite effectively for research, writing, and coordination of communication materials.
  • Communicate professionally across various levels of the organization.
  • Perform duties as required, including remote work arrangements.

QUALIFICATIONS:

Education & Experience

  • Bachelor's Degree in Business Administration, Human Resources, or a related field.
  • 7+ years of experience in manpower and personnel program management.
  • Understanding of organizational roles and missions.
  • Knowledge of human capital development and workforce initiatives.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office Suite.
  • Possession of an Active Secret Clearance.
