Position Overview
This role is situated within the Taxpayer Services Division, focusing on critical areas such as Refundable Credits Administration and Stakeholder Engagement. The incumbent will be responsible for conducting extensive analytical studies and projects that assess the effectiveness, efficiency, and productivity of mission-driven programs.

Key Responsibilities
1. **Strategic Planning**: Formulate, organize, and execute comprehensive analytical studies aimed at evaluating program performance.
2. **Data Analysis**: Examine program functions to identify trends and measure effectiveness against established benchmarks.
3. **Process Expertise**: Act as the subject matter expert in process analysis for designated programs.
4. **Cost-Benefit Assessment**: Develop methodologies to evaluate the costs and benefits of various programs and assess the effectiveness of ongoing initiatives.
5. **Program Development**: Create program plans, issue directives, and propose recommendations to enhance program effectiveness.
6. **Operational Review**: Conduct evaluations of operating procedures and workflows through direct observation and data analysis.
7. **Compliance Monitoring**: Assess the implementation of new procedures to ensure adherence to established guidelines and timelines.

Qualifications
To qualify for this position, candidates must demonstrate specialized experience equivalent to the GS-13 level in the Federal service, which includes:
- Proficiency in administrative laws and regulations relevant to the Earned Income Tax Credit (EITC).
- Experience leading complex project assignments that require a blend of qualitative and quantitative analytical methods.
- Strong project management skills in overseeing EITC initiatives.
- Effective oral and written communication abilities for presenting findings and drafting policy documents.

Additional Requirements
- Candidates must meet Time in Grade (TIG) requirements and possess relevant educational qualifications.
- Experience in managing EITC return preparer data and utilizing project management tools is essential.
