Job Description

BCT Partners, LLC is seeking a highly skilled and experienced Program Specialist to join our team. As a Program Specialist, you will play a critical role in supporting the Office of Head Start (OHS) in managing Head Start and Early Head Start grant programs.

Key Responsibilities:
  • Review and analyze funding applications, recipient program performance reports, and other documents to ensure compliance with federal regulations and guidelines.
  • Provide accurate and timely guidance to Head Start recipients on regulatory and policy matters, in consultation with federal staff.
  • Coordinate and collaborate with Regional Management, Training and Technical Assistance, and Grants Specialist staff to support recipient case work.
  • Review and analyze recipient waiver requests, applications for facility construction, purchase, and major renovation, and other grant-related documents.
  • Participate in regional meetings and conferences, complete required HHS and BCT trainings, and conduct monthly calls with recipients and Regional Grants Specialists.
  • Assist recipients with knowledge and understanding of the Head Start Enterprise System (HSES) and process requests for annual continuations, key hires, waivers, change of scopes, and other grant-related activities.
  • Conduct annual site visits to recipients as part of the five-year monitoring cycle for grant oversight.
Requirements:
  • Bachelor's degree from an accredited university or college, preferably in education, early childhood education, program design and management, or related fields.
  • At least 3 years of relevant progressive professional experience supporting and/or managing programs, preferably early education programs.
  • Demonstrated ability to aggregate, analyze, and present data gathered from multiple sources.
  • Knowledge of federal grant guidelines and the Federal Grant Life Cycle is desired.
  • Strong organizational, administrative, and project coordination skills, with the ability to effectively manage multiple priorities.
  • Strong interpersonal skills, with the proven ability to collaborate and build relationships with staff, clients, remote colleagues, and supervisors.
