Position Overview

VTG is looking for a Financial Analyst (mid or senior level) to deliver comprehensive financial management support to a Navy Program Office. This role encompasses various funding categories, including Research, Development, Test and Evaluation (RDT&E), Shipbuilding and Conversion Navy (SCN), Other Procurement Navy (OPN), and Operations and Maintenance Navy (O&M,N).

The selected candidate will engage in the complete cycle of the Planning, Programming, Budgeting, and Execution System (PPBES). This is a hybrid position requiring onsite presence three days a week.

Key Responsibilities
  • Gather, prepare, and maintain task planning sheets (TPSs) to accurately reflect program requirements from operational activities.
  • Draft funding documents within the Enterprise Resource Planning (ERP) accounting system and submit them to relevant sponsoring organizations for processing; monitor the funding documents through to completion and acceptance.
  • Oversee current budgets, allocations, and fund execution to ensure compliance with obligation and expenditure benchmarks.
  • Assist in Performing Activity Reviews, Mid-Year Reviews, Program Reviews, and Financial Reviews. Create data and presentation materials for these reviews, document action items, suggest recommendations, and track actions to completion.
  • Identify expiring funds and assess availability for recoupment; devise a strategy for fund recoupment and realignment as necessary.
  • Monitor funding document Work Completion Dates (WCD) and develop plans to extend WCD dates or recoup/reissue funds for documents with outstanding unliquidated obligations.
  • Prepare regular and ad hoc reports as required.
  • Conduct research and formulate responses to financial data inquiries from various organizations, including the Comptroller and Chief Financial Officer.
  • Engage in frequent internal and external customer interactions, including scheduled and ad hoc meetings.
Qualifications

Required Skills:
- Bachelor's degree in a relevant field.
- At least five years of professional experience in Department of Defense (DOD) Financial Management.
- Minimum three years of experience in Navy budget and financial analysis.
- Minimum three years of experience utilizing the Navy Enterprise Resource Planning (ERP) system and other governmental financial systems.
- Proficiency in Microsoft Office Suite, particularly Excel and PowerPoint, for data analysis and presentation.
- Must possess and maintain an active DoD Secret level clearance.

- Excellent customer communication and project management abilities.
- Capability to work independently with minimal guidance.
