Position Overview:

Are you seeking a pivotal role where your expertise can influence critical operations? As a Navy Financial Analyst, you will be an integral member of the Team Submarine, contributing to the defense and safety of our naval forces.

About Serco:
Serco supports the U.S. Navy through its Team Submarine contract, which focuses on the maintenance, sustainment, and disposal of operational submarines. This initiative consolidates various submarine-related functions into a cohesive organization aimed at enhancing efficiency and communication within the submarine community.

Key Responsibilities:
In this role, you will:

  • Offer daily assistance to the Financial Management team.
  • Conduct financial analysis, including data collection, budgeting, and trend evaluation.
  • Manage various financial operations such as budgeting, auditing, and forecasting.
  • Create and maintain financial databases and spreadsheets, generating reports as needed.
  • Ensure accurate record-keeping and documentation.
  • Design and maintain cost databases for labor and materials associated with contracts.
  • Develop Estimated at Completion (EAC) metrics for contract obligations, maintaining cost documentation and dashboards.
  • Perform cost estimations for Hull, Mechanical & Electrical Systems (HM&E) at both availability and Ship Work List Number (SWLIN) levels.
  • Analyze contract modifications and maintain a reconciliation database for contract costs monthly.
  • Provide financial models and statements, applying forecasting techniques to assess performance against budget plans.
  • Collaborate with leadership and field operations to prioritize funding.
  • Reconcile Spend Plans with Resource Management Plans.
  • Prepare briefings for various audiences, including senior leadership.
  • Set high standards for personal performance and conduct.
  • Exhibit strong teamwork skills while also being capable of independent work under tight deadlines.

Qualifications:
To excel in this position, you will need:

  • An active or current DoD Secret clearance.
  • Eight to ten years of experience within the Department of Defense or Armed Forces.
  • A Bachelor's degree in Accounting, Business, Finance, or a related field.
  • Familiarity with the Navy's Planning, Programming, Budgeting, and Execution processes.
  • Proficiency in Microsoft Office Suite, particularly Excel and PowerPoint.
  • The ability to travel occasionally.

Preferred Skills:
Additional experience that would be beneficial includes:

  • Experience as a financial analyst supporting a DoD customer.
  • Knowledge of Navy Appropriations, particularly O&M,N accounts.
  • Skills in Budget Automation and Process Improvement.
  • Expertise in Cost Analysis and Data Management.
  • Familiarity with Navy Enterprise Resource Planning (ERP) systems.
  • Experience within Team Submarine or related naval operations.
  • Understanding of DoD policies and NAVSEASYSCOM/Team Submarine procedures.
