Job Summary:

This Senior Public Health Manager position plays a pivotal role in guiding strategic operations and planning for the Office of Border Public Health (OBPH) in Public Health Region (PHR) 11. The incumbent will work closely with the Population-Based Program Manager and OBPH Central Office to develop, implement, and monitor programs, services, and activities related to health prevention and promotion along the Texas-Mexico border.

Key Responsibilities:
  • Develops and implements strategic plans, annual work plans, and performance measures to meet state and national legislative and/or agency mandates.
  • Supervises, plans, develops, and coordinates public health activities, consultations, and community initiatives along the Texas-Mexico border.
  • Leads, oversees, and monitors activities related to PHR's projects providing direction and guidance.
  • Supports other DSHS PHR 11 programs as needed and actively participates in disaster response, Operation Border Health Preparedness, and Continuity of Operations (COOP) activation.
Requirements and Qualifications:
  • Bilingual and biliterate in English and Spanish.
  • Knowledge of local, state, and federal laws relating to public health.
  • Knowledge of Binational (U.S.-Mexico) public health and principles and techniques of supervision, management, and leadership.
  • Skills in conflict resolution, mediation, facilitation, and sound decision-making.
