Job Summary

We are seeking a highly skilled Grants Specialist to join our team at the North Carolina Department of Natural and Cultural Resources. As a Grants Specialist, you will be responsible for managing the NC Parks and Recreation Trust Fund (PARTF) and the Land and Water Conservation Fund (LWCF). These grants promote the development of public recreation facilities and acquisition of park land throughout North Carolina.

Key Responsibilities
  • Providing advisory consultation on general statute, grant administrative rules, state government accounting practices, compliance and program policies to eligible applicants, Recreation Resources Service (field administration through NCSU) and other stakeholders.
  • Reviewing applications and related material to ensure compliance and completion, as well as cost estimate analysis of land acquisition and capital projects.
  • Collaborating with the DNCR Division of Purchase and Services to monitor the distribution and execution of contractual agreements with grant recipients prepared from Grants and Outreach Program.
  • Receiving and processing online grants using the WebGrants management system.
  • Administering LWCF grants for parks and recreation in accordance with federal laws and regulations.
  • Reviewing processes to ensure compliance, completion, and accurate claims reimbursement.
  • Partnering with the National Park Service for the distribution and execution of contractual agreements with grant recipients both on the local and state level.
  • Issuing formal determinations about parks and recreation, land management, and natural resource operations and policies to ensure that appropriate practices are employed for the PARTF and LWCF grant applications, contracts, and post-grant completion compliance regulations.
  • Investigating existing conditions, analyzing situations according to legislation, and formulating meaningful recommendations for park and trail development.
  • Presenting relevant information to local government governing bodies and parks and recreation professionals.
Requirements
  • Bachelor's degree in sociology, psychology, political science, business administration, public administration, or related field from an appropriately accredited institution.
  • Three years of experience related to the specific program assignment.
  • Comprehensive knowledge of all laws, rules, guidelines, and practices associated with parks and recreation grant programs.
Working Conditions

This position regularly drives a state-owned vehicle, which requires a valid NC driver's license. The selected candidate must be able to work weekends, holidays, and after regular work shifts as necessary. Travel is required statewide with frequent overnight stays.
