Job Summary:

The Portfolio Manager will act as the liaison between Hacienda CDC, our Resident Services team, and property management. This role will involve evaluating maintenance requests, performing property walk-throughs, and ensuring compliance with government agencies and regulatory requirements.

Key Responsibilities:
  • Monitor third-party property management companies to ensure vacant units are ready and filled in a timely manner.
  • Monitor rent collections, resident charges, and all new lease-ups.
  • Act as the liaison between Hacienda CDC and property management to coordinate activities for special projects and oversee quarterly meetings.
  • Evaluate maintenance requests to resolve maintenance issues.
  • Take the lead with owner-elevated resident complaints between property management, resident services, and residents.
  • Perform regularly scheduled property walk-throughs to assess physical conditions and evaluate maintenance needs.
  • Ensure all work is completed to ensure compliance with government agencies and prepare each site for required inspections.
  • Assist in emergencies at each property, ensuring all emergency protocols/procedures are followed and coordinated with on-site staff.
  • Assist in monitoring and maintaining the fiscal, physical, and regulatory compliance of a property portfolio.
  • Work in collaboration with the Asset Manager and property management to prepare and review annual budgets for each property.
  • Help maintain control of portfolio expenses and ensure budget goals are met.
  • Develop strong working relationships with a wide variety of vendors.
Requirements:
  • A minimum of five years' experience in affordable housing and portfolio management.
  • Prior experience working in a property management environment.
  • A bachelor's degree in Business Administration, Finance, Real Estate, or a related field.
  • Familiarity with HUD, LIHTC, and other affordable housing compliance and regulatory requirements.
  • Tech-savvy, with experience working with cloud-based collaboration, analytics, project management, and presentation software.
  • The ability to quickly learn the local approval and entitlement process.
  • Outstanding organizational skills, with the ability to prioritize and meet deadlines consistently.
  • The ability to be flexible and adaptable to change within an entrepreneurial work environment.
  • Skilled at taking the initiative, with an awareness of providing support to team members when needed.
  • The ability to actively listen and display compassion and empathy for those from diverse populations.
  • Strong relationship-building skills, with the ability to maintain positive and professional relationships with team members, directors, residents, vendors, and other stakeholders.
  • A valid driver's license and reliable access to a vehicle.
Preferred Qualifications:
  • A master's degree in Business Administration, Finance, Real Estate, or a related field.
  • Background in equitable development and working in a multicultural context.
  • Knowledge of Oregon landlord-tenant laws.
  • The ability to read, write, and speak Spanish.
