Job Summary

The Oakland Housing Authority is seeking a highly skilled and experienced Homeownership Program Administrator to join our team. As a key member of our staff, you will be responsible for providing program oversight, direct case management, and participant referrals to partner agencies. Your primary goal will be to support families and individuals served by our public housing, Housing Choice Voucher (HCV), and local, non-traditional programs.

Key Responsibilities
  • Coordinate the Authority's homeownership initiative and implement the principles and regulations of the HCV homeownership program.
  • Identify lenders and other funding sources interested in participating in the HCV homeownership program and conduct program marketing and outreach efforts.
  • Provide programmatic guidance to program participants and serve as the technical expert on HCV homeownership practices and requirements.
  • Record and track program activities and outcomes using case management software and other systems.
  • Develop and implement a screening process for determining initial client eligibility and assist program participants with loan application processes.
  • Refer potential homebuyers with identified gaps in purchasing ability to agencies and services designed to aid in addressing credit problems and other obstacles to homeownership.
  • Manage and maintain a caseload of homeownership participants and participate in homebuyer fairs and information workshops.
  • Evaluate program activities and outcomes and attend and facilitate trainings, workshops, and conference presentations.
Requirements

To be successful in this role, you will need to possess a bachelor's degree in business or public administration or a closely related field, or equivalent experience. You will also need to have strong knowledge of public housing authority programs and policies, HCV homeownership program guidelines, and first-time homebuyer's programs. Additionally, you will need to be able to communicate clearly and effectively with diverse populations, including low-income individuals, OHA staff and senior management, community members, service providers, and public officials.
