Position Summary

As the Sponsorship Lead for Manchester Piccadilly Station, you will play a pivotal role in advancing essential steps for the Northern Powerhouse Rail (NPR) initiative in a coherent and focused manner. Your primary responsibility will involve overseeing and developing the Millington to Manchester segment of the route, including the station at Manchester Piccadilly. This is a critical juncture for the project as the Department continues to refine the scope, budget, and timeline for the program.

This role presents both challenges and opportunities, contributing to a complex program of policy development. You will engage with stakeholders across the NPR region and collaborate with partners, including Mayoral Combined and Local Authorities, business leaders, and key delivery partners.

Your collaboration will extend to various teams focused on securing Parliamentary consent, conducting strategic studies, developing the business case for the scheme, and managing the overarching sponsorship of the initiative. Therefore, possessing political insight and meticulous attention to detail, along with project management and leadership capabilities, is essential.

You will be part of the Major Rail Projects Group, which fosters a strong culture of flexible working and inclusivity. We do not expect you to be the finished product; rather, working within the Directorate will provide you with unique opportunities to enhance your skills and experiences.

Your Key Responsibilities Include:

  • Assisting the Head of Manchester Stations with the broader sponsorship of the program and acting as an informed sponsor, providing intellectual challenge to HS2 Ltd regarding scope, budget, and efficiencies.
  • Leading the development of high-speed stations at Manchester Piccadilly, including sponsoring the design led by HS2 Ltd while considering input from stakeholders and the Greater Manchester Combined Authority.
  • Ensuring that the design for Manchester Piccadilly Station is cost-effective, delivers value for taxpayers, and aligns with the available funding for the project.
  • Managing petitions related to Manchester Piccadilly Station, which may require time spent in London during various stages of the Bill passage and Select Committee hearings.

Candidate Profile

About You

You will have experience in a Project Delivery/Policy environment and either hold a Project Delivery qualification (such as APM, PMQ, or Managing Successful Programmes) at Practitioner level or be willing to pursue the qualification once in the role.

A self-starter, you are comfortable working independently and capable of providing clear direction to others. You are organized and adept at balancing multiple, often competing, priorities effectively. You are passionate about delivering benefits to transport users and the broader public through investments in transport infrastructure and the regeneration it can facilitate.

You will be an articulate communicator, both verbally and in writing, with the ability to advise and influence senior stakeholders to achieve desired outcomes. You can navigate challenging conversations, ensuring your perspectives are communicated effectively while remaining open to feedback and alternative viewpoints.

Utilizing your excellent interpersonal skills, you will cultivate and maintain positive working relationships within the team, across organizational boundaries, and with external stakeholders. You are eager to learn and develop knowledge and skills for both yourself and the team.

Additional Information

This role is available to individuals who wish to work from various locations and may require travel to visit different sites relevant to the route.

A minimum of 60% of your working time should be spent at your principal workplace, although attendance at other locations for official business or detached duty in another DfT workplace will also count towards this level of attendance.
