Position Summary

This role presents an exciting opportunity to join a dynamic team focused on the proactive prevention, detection, and disruption of internal and external fraud, bribery, and corruption. You will offer expert guidance and insights on fraud risks to senior leadership, targeting high-risk areas such as grant allocation, procurement processes, and insider fraud. Your role will involve identifying vulnerabilities and collaborating with process owners to enhance controls and mitigate the risk of fraud and errors. You will work closely with key stakeholders in the Department, the Government Internal Audit Agency (GIAA), and the Public Sector Fraud Authority (PSFA), leading efforts to foster a culture of fraud awareness and prevention.

The position is situated within the Financial Control and Counter Fraud team, part of the Financial Accounting & Control division in Group Finance, under the Corporate Delivery Group in DfT.

The Financial Control and Counter Fraud team is responsible for establishing the counter fraud, bribery, and corruption strategy, leading management assurance activities, and ensuring robust financial controls are implemented across DfT and its Executive Agencies and Arm’s Length Bodies. The team plays a crucial role in conducting fraud risk assessments and ensuring adherence to the Government Counter Fraud Functional Standards.

Key Responsibilities

Responsibilities include, but are not limited to:

  • Maintaining and executing the Counter Fraud, Bribery, and Corruption Strategy and Action Plan for DfT.
  • Serving as a departmental lead and subject matter expert for counter fraud, collaborating with senior counter fraud leads to ensure performance metrics are established and standards are upheld to enhance the response to fraud.
  • Implementing and adhering to the Government's Counter Fraud Functional Standards across the DfT Group, ensuring appropriate policies and controls are in place to drive compliance improvements.
  • Collaborating with DfT and its arm's length bodies to generate meaningful management information for reporting and compliance with Public Sector Fraud Authority requirements, thereby promoting best practices.
  • Providing advice and reporting to the Group Audit and Risk Assurance Committee regarding the DfT Group’s approach to fraud and compliance with the counter fraud strategy.
  • Enhancing departmental understanding and management of fraud and error, fostering a counter fraud culture to influence behaviors, practices, and conduct in collaboration with senior counter fraud leads across DfT Group.
  • Exhibiting strong leadership by managing a team member, building capabilities, and focusing on the development of both self and staff.

Additional Information

A minimum of 60% of your working hours should be spent at your primary workplace, although attending other locations for official duties will also contribute to this attendance requirement.

This role can be based at various DfT offices and will necessitate occasional travel to ensure effective support and leadership of the counter fraud function.
