Position Summary:

This role is integral to the mission of the Y, a prominent nonprofit organization dedicated to enhancing community well-being through youth development, health promotion, and social responsibility. The Enrollment Program Manager is tasked with overseeing the eligibility, enrollment, and selection processes for program participants, ensuring adherence to all regulations outlined in Head Start/Early Head Start Program Performance Standards, as well as Maryland State Preschool and Office of Child Care guidelines.

Key Responsibilities:
  1. Develop, implement, and manage a continuous monitoring system for the enrollment process, including data collection and program management.
  2. Supervise the ERSEA Clears and Receptionist roles directly.
  3. Contribute to the development and refinement of the agency's ERSEA systems, policies, and procedures.
  4. Assess, design, and oversee related systems and selection criteria, confirming eligibility for families.
  5. Participate in community outreach events to recruit and engage families and children.
  6. Ensure accurate and timely processing of applications.
  7. Prepare and disseminate timely reports and updates regarding ERSEA.
  8. Maintain secure systems, databases, and files to protect sensitive data.
  9. Provide mentorship, feedback, and coaching to all direct reports.
  10. Ensure confidentiality in maintaining records and data.
  11. Monitor compliance with enrollment, slot tracking, attendance, and payment for fee-based programs.
  12. Adhere to state and federal regulations concerning child welfare and reporting.
  13. Exemplify supervisory authority to guide staff in fulfilling their responsibilities in line with YMCA standards and regulations.
Qualifications:

Educational Background and Experience:
  1. Bachelor's degree in Administration, Early Childhood Education, Child Development, Social Services, or a related field.
  2. A minimum of five years of experience in Head Start/Early Head Start programs, specifically in eligibility, enrollment, and monitoring.
  3. Proficient in computer systems, including database management and spreadsheet applications.
  4. Strong verbal and written communication abilities.
Language Proficiency:
  1. Ability to articulate ideas and instructions clearly in both spoken and written forms.
  2. Experience in drafting reports and business correspondence.
  3. Comfortable speaking in front of groups.
  4. Bilingual skills (English/Spanish) are advantageous.
Mathematical Competence:
  1. Ability to perform calculations involving discounts, percentages, and overtime.
  2. Skilled in creating and interpreting graphs, charts, and spreadsheets.
  3. Experience in budget management.
Analytical Skills:
  1. Demonstrated ability to exercise professional judgment in decision-making.
  2. Capacity to build and maintain effective relationships with staff, children, parents, and external agencies.
  3. Adept at identifying problems, gathering data, and drawing valid conclusions.
  4. Ability to interpret diverse instructions.
  5. Skill in summarizing information and developing actionable strategies.
  6. Commitment to maintaining confidentiality in all situations.
Technical Skills:

This position requires intermediate to advanced proficiency in organizational software, including Microsoft Word, Excel, and Outlook.
