Job Overview

The Senior Grants Accountant is pivotal at Opportunity International, ensuring that funds from private, corporate, USAID, and other public sector grants and contracts are utilized in alignment with project and donor stipulations. This role serves as the financial consultant to Department and Program Managers, focusing on delivering comprehensive business reports across all organizational levels regarding financial initiatives, striving for transactional excellence, and ensuring compliance with established policies and procedures.


Key Responsibilities
  • Financial Oversight: Maintain an exhaustive record of designated funds by program, ensuring reconciliation with general ledger balances.
  • Review and monitor all grant agreements and contracts funded by USAID and other donors to guarantee adherence to financial stipulations.
  • Facilitate the setup of revenue funds, project identifiers, and overhead in financial systems to ensure precise tracking of donor contributions.
  • Analyze timesheets, compute compensation and fringe benefit allocations, and maintain all necessary documentation.
  • Ensure accurate revenue recognition and invoicing in accordance with contractual and grant specifications.
  • Manage project-specific financial elements, including deferred revenue and outstanding accounts receivable.
  • Oversee the movement of program funds, ensuring accuracy in all project expenditures.
  • Administer USAID project costs, budgets, and forecasts, communicating significant budget variances with recommendations for adjustments.
  • Engage in monthly financial project review sessions to discuss expenditures, activity updates, and potential discrepancies.
  • Conclude project accounts upon completion.
  • Assist in the formulation and annual audit of Opportunity's Negotiated Indirect Cost Rate Agreement (NICRA).
  • Lead donor-required project audits, acting as the primary financial liaison and providing necessary documentation.
  • Stay informed on USAID, donor, and industry regulations by participating in relevant training and conferences.
  • Identify and escalate persistent process inefficiencies, exploring opportunities to enhance the utilization of financial systems.

Reporting Duties
  • Support annual budget planning by identifying available funding for various programs and specific work plans.
  • Generate or review all financial donor reports as mandated by each grant or contract, including financial comparisons to budgets and forecasts.
  • Provide tailored financial reports and documentation as required by management and internal stakeholders.

Business Development and Compliance
  • Assist Opportunity US's business development team in creating or reviewing budgets and cost proposals for grant applications.
  • Document and coordinate the completion of due diligence and vetting processes from donors.
  • Manage financial pre-award risk assessments and post-award monitoring of subrecipients, documenting internal control deficiencies.
  • Contribute to the capacity building of local partners by offering financial training and aiding in the development of accounting policies.

Qualifications
  • Bachelor's degree in Accounting, Finance, Economics, or a related field is required; an advanced degree is preferred.
  • 7-10 years of experience in financial grant management, particularly with Federal awards.
  • Extensive experience in the public sector with a thorough understanding of donor regulations.
  • Proficient in accounting and analytical software, preferably Blackbaud, Workday, and Smartsheets.
  • Advanced skills in Office 365, particularly Microsoft Excel.
  • Exceptional interpersonal and communication skills, capable of influencing senior management.
  • Strong analytical skills and attention to detail.
  • Ability to navigate complex financial scenarios with strong problem-solving skills.
  • High level of diplomacy and cultural sensitivity.
  • Proven ability to manage multiple priorities in a fast-paced environment.
  • Capacity to work independently and in a team, demonstrating leadership and mentoring skills.

Language Proficiency
  • Fluency in written and spoken English is required; proficiency in French or Spanish is a plus.
