The Educator Effectiveness team operates within the Talent Office of Chicago Public Schools (CPS) and oversees the evaluation processes for educators and school leaders. In close collaboration with the Department of Principal Quality and the Office of Network Support, we create resources and training aimed at transforming evaluation into a coaching opportunity rather than a mere compliance requirement.
As an equity-focused educator and team leader, the Senior Manager of Principal Evaluation will offer guidance and direction to the personnel responsible for executing the CPS Principal and Assistant Principal Evaluation processes. This role will work closely with the Department of Principal Quality on initiatives related to the comprehensive human capital management system for CPS school leaders. The Senior Manager will oversee essential Talent Office processes associated with evaluation, including the design and delivery of educational materials for Network Chiefs and school leaders. This position will report to the Director of Teacher and Principal Evaluation within the Educator Effectiveness team.
The Senior Manager of Principal Evaluation role is funded through grants, with potential for extension.
Key Responsibilities of the Senior Manager of Principal Evaluation:
- Leverage a comprehensive understanding of Principal and Assistant Principal Evaluation to formulate strategic initiatives for process enhancement and execution.
- Establish protocols for analyzing evidence submitted for principal and assistant principal evaluations and provide structured opportunities for data review.
- Design and implement calibration sessions for principal and assistant principal evaluator supervisors to ensure uniform standards are upheld across the district.
- Develop and deliver training for new Network Chiefs/Deputies, Principals, and Assistant Principals to ensure comprehension of evaluation processes.
- Establish a mechanism for gathering stakeholder feedback on the Reflect & Learn interface.
- Coordinate enhancements to the Reflect and Learn interface, overseeing collaboration with vendors to implement suggested modifications to the system.
- Plan and facilitate professional learning related to Principal/Assistant Principal Evaluation, including sessions for Network Chiefs, Principals, and Assistant Principals.
- Assist in the creation of training materials that outline best practices in human capital management. Collaborate systematically with the Director of Teacher and Principal Evaluation, the Office of Network Support, the Office of Teaching and Learning, Network Chiefs, and other relevant departments to ensure professional learning and system support align with leaders' needs.
- In conjunction with the Director of Teacher and Principal Evaluation, develop and implement protocols for systematic evaluation data review.
- Utilize data reporting systems to create differentiated support options for school and department leaders.
- Establish and maintain effective communication platforms and routines among stakeholders involved in the evaluation process.
- Perform additional duties as assigned.
Required Education:
- Bachelor's degree from an accredited institution.
- Master's degree in a relevant field, Illinois State Board of Education (ISBE) teaching license, and/or National Board Certification (NBCT) preferred.
- A minimum of five (5) years of pertinent professional leadership experience, including: Project management experience, particularly in high-level, cross-functional collaboration.
- Experience in a supervisory capacity leading a team of direct reports.
- Proficient understanding of (or ability to rapidly learn) the Reflect and Learn System. Ability to cultivate collaborative relationships with diverse stakeholders to ensure engagement supports the experiences of school leaders from various backgrounds.
- Capability to work within cross-functional teams alongside personnel from multiple departments while managing competing priorities and adapting to evolving departmental needs.
- Proficient in coaching leaders and facilitating professional learning; a strong grasp of adult learning theory and effective professional learning facilitation skills preferred.
- Excellent verbal and written communication skills with a keen attention to detail, including the ability to maintain clear, consistent communication, adjusting style to meet the needs of different audiences.
- Ability to articulate a vision, set high expectations, and effectively guide schools and principals in achieving established goals.
- Strong communication skills (speaking, including presentations, listening, and writing).
- Exhibit high levels of integrity, honesty, credibility, and the courage to make difficult yet necessary decisions.
- Effective strategic planning abilities, including the capacity to establish long-term vision and goals, and align/manage activities toward goal achievement.
- Strong leadership and team-building capabilities, e.g., the ability to develop high-performing teams united around a clear vision for serving schools and achieving student success.
- Ability to identify problems, analyze data, and outline valid conclusions and action steps. Capable of maintaining flexibility in schedule as required to support professional learning sessions.
As a condition of employment with Chicago Public Schools (CPS), employees are required to:
- Establish/Maintain Chicago Residency: Employees must reside within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. This requirement does not apply to temporary/part-time positions.
- Be Fully Vaccinated or Submit to Weekly COVID-19 Testing: Employees are required to be fully vaccinated within 30 days of their hire date. Full vaccination is defined as at least two weeks after the second shot of a two-shot vaccination course, or at least two weeks after a one-shot vaccination course. Unvaccinated staff must submit to weekly testing.
