Position Overview

This role is situated within the Department of Health and Human Services (DHHS), specifically within the Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Human and Food Animal Food Operations (OHAFO-West), Human and Animal Foods West Division 4. The incumbent will undertake analytical tasks that necessitate the utilization of both qualitative and quantitative methodologies to assess and evaluate internal administrative operations, aiming to ascertain their efficiency and effectiveness.

Agency Clarification

This position is accessible to current permanent employees of the FDA, ORA, and OHAFO-WEST, including Public Health Service (PHS) Commissioned Corps Officers, as well as individuals eligible under the Career Transition Assistance Plan (CTAP) and those applying under Schedule A hiring authority.

Key Responsibilities
  • Conducts thorough analyses and evaluations of management practices, methods, and administrative operations.
  • Generates detailed reports outlining findings and recommendations.
  • Reviews managerial policies and procedures to identify areas needing additional guidance.
  • Develops and proposes new policies and procedures or modifications to existing guidelines.

Qualifications

The Management Analyst position is classified under the 0343 occupational series. To qualify at the GS-13 level, candidates must meet the Time-in-Grade requirements.

Minimum Qualifications:

Specialized experience is defined as experience that provides the applicant with the necessary knowledge, skills, and abilities to perform the duties of the position effectively. This experience must demonstrate at least one year of full-time work experience, or its part-time equivalent, in roles related to the position.

Specialized Experience:

For GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 level, which includes analyzing and evaluating management practices and administrative operations, compiling data for complex reports, and formulating policy recommendations to enhance managerial operations.

Documentation of experience must be clear and specific, detailing duties performed and the duration of employment.

Education

No educational substitute is available for experience at the GS-13 level.

Additional Information
