The Opportunity

The Facility Security Officer (FSO) will supervise and direct security measures necessary for implementing applicable requirements of the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community (IC) regulations, and related Federal requirements for classified information at our office.

Key Responsibilities
  • Supervise and direct security measures necessary for implementing applicable requirements of the NISPOM and related Federal requirements to classified information.
  • Process clearances, customer visits, and provide support for classified meetings.
  • Oversee badging of employees, visitors, consultants, and government representatives to ensure compliance with our policy.
  • Maintain all security requirements for programs under their purview to ensure compliance with the NISP and relevant supplemental DoD and Intelligence Community (IC) policies and directives.
  • Conduct security awareness briefings and debriefings, including counterintelligence, pre- and post-travel, and suspicious contact reports to site personnel.
  • Coordinate, submit, and confirm employee security clearances via multiple platforms, including reviewing documentation and conducting initial security briefings.
  • Conduct periodic self-inspections on local processes and practices to ensure NISP compliance and accurately report security posture to site, group, and corporate leadership.
  • Conduct investigations into security violations related to cleared information systems and ensure corrective actions are implemented.
  • Support customer assessments and implement security measures to meet requirements.
Requirements
  • Active Top Secret clearance and ability to obtain Sensitive Compartmented Information (SCI) access.
  • Bachelor's degree or equivalent business training with 5 years in the security field.
  • Facility Security Officer (FSO) certification.
  • Experience with FOCI companies, SSA/SCA/Board of Resolutions.
  • Experience implementing DD254 Contract Security Classification and developing and issuing subcontractor DD254s.
  • Experience with government assessments under the Defense Counterintelligence and Security Administration (DCSA) and facility self-inspections.
  • Thorough working knowledge of the NISPOM 32 CFR Part 117 and other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards.
  • Strong understanding of Physical Security requirements, including collateral Closed Areas and ICD 705 to meet contractual needs.
  • Experience with NBIS, NISS, DISS, SWFT, eFCL, DIAS, SIMS, and eQIP Platforms.
  • Able to interpret company and government security policies and apply them to program operations.
  • Experience conducting personnel security investigations.
  • Builds and manages the Insider Threat Program, including investigations and quarterly meetings with all stakeholders.
  • Demonstrated experience with DoD, DoE, IC, SAP, or other government agencies requirements.
  • Analytical ability to understand and interpret DoD and company security policies and procedures.
  • Substantial communication skills to advise customers of DoD and company industrial security policies and procedures.
  • Strong administrative and communications skills, both oral and written.
  • Self-starter with ability to work independently as well as in a team environment.
  • Resourceful in solving problems and capitalizing on opportunities.
Preferred Qualifications
  • Knowledge of Access Control and Intrusion Detection Systems.
  • Previous CPSO/CSSO experience.
  • COMSEC Custodian certificate or experience.
  • Risk Management Framework (RMF) Assessment and Authorization (A&A) experience.
  • Conduct FOCI Audits and ensure compliance with FOCI mitigation documents.
  • Experience developing and implementing OPSEC plans.
  • Experience with Open Storage Areas.
