The Senior Procurement Specialist plays a crucial role in managing medium to high-stakes materials, equipment, and subcontracting sourcing initiatives. This position demands an 'expert level' understanding of procurement processes and methodologies. The Senior Procurement Specialist is also tasked with formulating negotiation strategies, delegating responsibilities, and mentoring less experienced colleagues, such as Procurement Coordinators. Furthermore, this role encompasses sourcing activities during pre-mobilization phases, providing estimating support during the Deal Development stage, and executing procurement tasks throughout the project lifecycle, from RFP solicitation to contract award.

Key Responsibilities
  • Oversee Sourcing Activities
  • Identify and manage assigned sourcing tasks
  • Support the Project Procurement Manager in sourcing initiatives
  • Contribute to the development of sourcing strategies
  • Review project timelines to establish activity schedules
  • Assist in selecting bidders in line with contract specifications
  • Prequalify bidders or confirm their prequalification status (if necessary)
  • Analyze Scope of Work and Technical Deliverables
  • Prepare RFP Packages and manage sourcing events
  • Lead evaluations of bidder responses
  • Facilitate evaluation and award recommendations
  • Negotiate agreements and finalize awards
  • Ensure data integrity and system accuracy
  • Engage in Deal Development
  • Draft RFPs for proposals/FEL/FEED
  • Solicit pricing and deliverables for estimating and engineering
  • Provide recommendations for selected bidders and pricing
  • Participate in Corporate Initiatives
  • Explore training opportunities
  • Contribute to talent planning and professional development
Qualifications
  • Bachelor's Degree in Business Management, Supply Chain Management, or Engineering
  • 2-5 years of experience in purchasing
  • Experience in sourcing for large EPC projects
  • At least 2 years of experience in industrial construction subcontract negotiation and sourcing ranging from $1MM to $10MM
  • Background in Deal Development, Estimating, and Project Execution
  • Experience in mentoring, training, or leading teams
