Minimum Qualifications
Education and/or Equivalent Experience:

  • A Bachelor's degree from an accredited institution in fields such as Accounting, Business, Finance, Mathematics, Engineering, Economics, or a closely related discipline, along with four (4) years of experience in utility finance or regulatory processes, including two (2) years in a supervisory or technical leadership role.
  • A Master's degree in a directly-related field may substitute for up to one (1) year of non-supervisory/technical lead experience.

Notes to Applicants:
This position is for a supervisor of the rates team responsible for overseeing and contributing to various tasks, including:

  1. Conducting cost-of-service studies by applying appropriate ratemaking methodologies, including revenue requirements, adjustments, cost of capital, load data, and cost allocations.
  2. Designing rate structures, including base rates, riders, and rates for emerging trends such as vehicle electrification and distributed generation.
  3. Developing electronic models for rates and cost of service.
  4. Managing the tariff.
  5. Preparing regulatory submissions.
  6. Collecting load and demographic data and analyzing the impact of rates on customers, utilizing data analysis and visualization techniques.
  7. Supervising personnel and addressing administrative matters for the rates team.

  • Experience leading a team in finance or regulatory roles.
  • Experience contributing to rate cases.
  • Experience in modeling cost-of-service studies for utilities.
  • Experience with data analysis and visualization to communicate insights effectively.

Duties, Functions, and Responsibilities:
Essential duties and functions may include:

  • Overseeing and assisting in the preparation of rate and regulatory filings with the Public Utility Commission of Texas (PUCT) in compliance with State and Federal regulations.
  • Supervising rate structure design and defending these designs before the PUCT.
  • Formulating strategies to mitigate risks associated with State deregulation.
  • Serving as an expert witness and providing testimony before regulatory bodies.
  • Mentoring staff to enhance their understanding of the Electric Reliability Council of Texas (ERCOT) retail energy market and its implications for Austin Energy's power supply costs.
  • Supervising load research using statistical models in line with industry standards.
  • Overseeing the analysis of load analytics and modeling, identifying trends and their financial implications, and effectively communicating strategies.

  • Responsible for a full range of supervisory activities, including selection, training, evaluation, counseling, and recommendations for dismissal.

Knowledge, Skills, and Abilities:
Must possess the required knowledge, skills, abilities, and experience and be able to demonstrate that the essential functions of the job can be performed.

  • Understanding of laws, rules, and regulations under the PUCT, Federal Energy Regulatory Commission (FERC), ERCOT, and other relevant regulatory entities.
  • Knowledge of the electric utility industry and ERCOT market operations.
  • Familiarity with integrated electric utility operations.
  • Understanding of applicable State and Federal laws.
  • Knowledge of supervisory and management principles.
  • Awareness of regulatory processes at various levels.
  • Understanding of cost of service and rate design concepts.
  • Knowledge of financial, capital budgeting, and operational impacts of transitioning to retail access for electric services.
  • Familiarity with municipal utility finance and accounting practices.
  • Understanding of competitive business practices and analysis.
  • Knowledge of economic analysis and modeling techniques.
  • Familiarity with electric power system modeling and statistical analysis methods.
  • Understanding of electric utility economics and commission regulations.
  • Proficiency in complex modeling and forecasting.
  • Effective oral and written communication skills.
  • Ability to resolve complex problems requiring sound judgment.
  • Skill in generating and analyzing financial and statistical reports.
  • Proficiency in using computers and related software applications.
  • Ability to perform quantitative analysis.
  • Capability to implement performance-based measurements.
  • Ability to testify in regulatory proceedings.
  • Ability to collaborate with all organizational levels to influence actions and negotiate outcomes.
