Job Summary

The position of Grants Management Specialist is located in the Research and Development Office of the VA Long Beach Healthcare System and reports to the Administrative Officer for Research and the Associate Chief of Staff.

Responsibilities
  • Process various types of grants submitted to fund research projects, including Merit, Biomedical Laboratory Research and Development, Clinical Science Research and Development, Health Services Research and Development Services, quality enhancement research initiatives, and broad/actively managed portfolios.
  • Prepare, review, analyze, and evaluate grants requests to ensure regulatory and reporting requirement compliance.
  • Conduct evaluation of the grants program, including monitoring, assessing, and ensuring compliance with all terms and conditions of the grant.
  • Conduct administrative review of packages prior to submission, making minor corrections as needed to ensure compliance with applicable Requests for Application requirements, and reporting to investigators any major issues which require investigator or study team action to correct.
  • Submit final application packages, ensuring that submitted packages are received, validated, and checked for critical errors prior to the grant submission deadlines.
  • Plan, schedule, and carry out major projects concerned with the analysis and evaluation of research programs conducted at this Medical Center.
  • Responsible for the coordination of investigations into issues of vulnerability including patient informed consent, scientific misconduct, conflict of interest, safety of laboratory and animal care personnel, hazardous materials, and animal care and safety.
  • Develops standard operating procedures to optimize grant collection, communication, and execution management to include reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle.

  • Concentration and sustained performance under prolonged stress is required due to time factors involved and the nature of work.
  • You may be required to serve a probationary period.
  • Selected applicants will be required to complete an online onboarding process.
  • Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel.
  • Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel.
Qualifications

MINIMUM QUALIFICATIONS GS-12: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position.

To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in Federal service.

Your experience must be detailed in your resume to receive credit.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job).

The Selective Placement Factor for this position is experience in preparing, reviewing, analyzing, and evaluating research grants with professional and other grant submission software and databases (i.e., eRA Commons).
