Job Summary

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Health Systems Support, Health Operations Unit. The Facility Healthcare Program Manager (FHPM) will report directly to the Health Services Administrator (HSA) with the Regional Compliance Specialist (RCS) as reviewing official.

This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.

Key Responsibilities

The FHPM will be responsible for the day-to-day management, development, implementation, and monitoring of the following IHSC directed programs: Accreditation Readiness and Standards Compliance, Quality Improvement (QI), Risk Management (RM), Occupational Health, Environmental Health, Safety and Security, and All Hazards Emergency Preparedness and Response.

The FHPM will serve as a key member of IHSC National QI, RM, and PHSP program initiatives, attending regional/national meetings.

The FHPM will monitor, review, coordinate, and ensure complete and timely reporting of compliance, incident reporting, risk management, quality improvement, environmental health, safety and security, occupational health, and all hazards emergency preparedness and response activities.

The FHPM will secure and maintain all files and information in accordance with all established policies, procedures, and regulations.

The FHPM will update local operating procedures and forward to HSA for approval.

The FHPM will serve as liaison between investigators and facility staff, providing policy, records, or other documentation required by investigator.

The FHPM will arrange interviews and prepare responses to action items.

The FHPM will serve as an Acting HSA or AHSA when needed.

The FHPM will travel required up to 25% as directed by the Unit Chief of Health Operations.

Requirements

The FHPM must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate.

Civilians are not eligible for this position.

The FHPM must have a minimum of a master's degree in a qualifying program for USPHS Commissioned Corps officers.

The FHPM must have a minimum of five years of relevant and related experience(s).

The FHPM must be able to critically analyze situations, data and information and be able to develop and pose probing questions.

The FHPM must have strong project management, quality management, and performance improvement skills to include the ability to plan and prioritize workload, conduct surveillance, employ research techniques, collect, and analyze data, and perform program reviews and evaluations.

The FHPM must be able to interact well and collaborate with all levels of personnel and management in IHSC, ERO, ICE and DHS offices, and with Federal contractors.

The FHPM must have proficiency with electronic health records and ability to quickly develop competency with IHSC's electronic health record.

The FHPM must demonstrate the ability to quickly develop competency in and assimilate knowledge of ICE and IHSC rules, regulations, and policies; applicable detention health care standards PBNDS, NCCHC, ACA, FRS (if applicable to the facility), U.S. Occupational Safety and Health Administration (OSHA) regulations, and National Fire Protection Association (NFPA) Life Safety Codes; and the accreditation/compliance review and auditing processes.

The FHPM must have proficiency with Microsoft Word and Excel; ability to manage, organize, and analyze complex information using spreadsheets and other data management tools.

The FHPM must demonstrate high level, professional, effective written and verbal communications; executes effective teaching skills ensuring goal directed outcomes; ability to prepare reports in electronic formats.

The FHPM must maintain basic readiness status.

The FHPM must maintain current CPR/BLS certification.

Working Conditions

This position is considered hazardous duty in a detention setting.

The FHPM must be able to walk unaided at a normal pace for up to 5 minutes and maintain balance.

The FHPM must be able to jog/fast walk up to 1⁄4 mile.

The FHPM requires physical exertion such as lifting objects greater than 30 pounds.

The FHPM must be able to perform CPR/emergency care standing or kneeling.

The FHPM must have the ability to assist sick, injured, or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).

The FHPM must be able to see, hear and smell with aids if necessary.

The FHPM must be able to lift, push, or carry 30 pounds.

The FHPM must perform the duties of my job in a stressful and often austere environment without physical limitations.
