POSITION: Compliance Analyst for Affordable Housing

LOCATION: Remote Optional, Texas Preferred

COMPENSATION: Salary range is $60,000-$70,000 plus bonus potential, in accordance with applicable regulations. REPORTS TO: Director of Affordable Housing Compliance

SUMMARY:

The Compliance Analyst for Affordable Housing plays a crucial role in overseeing compliance and regulatory matters for our Texas-based properties. Responsibilities include ensuring adherence to program documentation, financing limitations, and federal and state regulations such as LIHTC and HUD.

KEY RESPONSIBILITIES:

  • Conduct regular onsite evaluations to assess compliance with program documentation, financing restrictions, LIHTC, HUD regulations, and state requirements.
  • Generate and present audit summary reports highlighting policy misapplications and maintain a tracking system for reviewed files.
  • Ensure proper maintenance and confidentiality of compliance files.
  • Assist the Compliance Director in updating Standard Operating Procedures and property documentation.
  • Review federal and state regulations for potential policy updates.
  • Draft correspondence, reports, and memoranda for management review.
  • Participate in ongoing training related to financing restrictions and compliance laws.
  • Evaluate initial and annual tax credit certifications completed by onsite staff.
  • Verify supporting documentation for income and expenses and ensure accurate completion of compliance forms.
  • Provide technical assistance to onsite Property Managers regarding compliance documentation.
  • Prepare compliance reports for regulatory agencies, owners, investors, and lenders.
  • Assist in the preparation and submission of Section 8 contract renewals and related documentation.
  • Compile Desk Review documents required by regulatory entities prior to inspections and respond to inquiries from these agencies.
  • Educate onsite staff and corporate personnel on compliance updates and best practices.
  • Identify non-compliance issues and work with supervisors to implement corrective actions.
  • Support other departments with compliance-related inquiries as needed.
  • Travel may be required to fulfill job responsibilities.
  • Maintain compliance with all required training programs.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in Business, Accounting, Finance, or a related field.
  • 4-6 years of experience in property management or real estate preferred, with a strong attention to detail.
  • Excellent time management and communication skills.
  • Ability to analyze and compile financial reports for business correspondence.
  • Knowledgeable in affordable housing regulations and compliance programs.
  • Proficient in Microsoft Word, Excel, and Google Suite.
  • Ability to embody the core values of Cardinal Group Management & Advisory LLC.

WORK ENVIRONMENT:

This position is primarily office-based, utilizing standard office equipment. Reasonable accommodations may be made for individuals with disabilities.

PHYSICAL DEMANDS:

Regular use of hands for typing and handling documents is required. The role may involve standing, walking, and lifting office supplies up to twenty (20) pounds. Specific vision abilities required include close and distance vision.
