Position Overview
QinetiQ US is seeking a seasoned Program Manager to oversee mission-related activities at the U.S. Department of Homeland Security. The selected individual will be accountable for the following:
Key Responsibilities
- Deliver comprehensive Program and Project Management support for an expanding portfolio of operational and service initiatives.
- Supervise all facets of assigned programs/projects to ensure adherence to requirements, timelines, and budgetary constraints.
- Create, update, and sustain Integrated Master Schedules (IMS), identify resources, critical path elements, address scheduling conflicts and risks, and align the IMS with other projects within the program's portfolio.
- Manage expenditures, report monthly performance metrics, and develop forecasts utilizing an Estimate to Complete (ETC) methodology.
- Collaborate with functional managers to formulate program resource plans and direct assigned program resources.
- Produce and present weekly reports, monthly updates, program review presentations, and other program status communications.
- Work closely with Business Development, Engineering, Operations, and Finance teams to support technical and cost proposal initiatives.
- Contribute to the company's sales, profit, and growth objectives.
Required Qualifications
- A minimum of 8 years of experience in systems engineering and logistics or operational testing and evaluation.
- PMP certification and/or DAWIA or DHS Program Manager Level III Certification or equivalent.
- Ability to successfully pass a DHS Background Investigation and maintain a current TS/SCI clearance.
- Proven experience in technical management, specialty engineering, testing and evaluation, operational integration, software engineering, and/or integrated logistics support systems.
- Experience managing costs, schedules, and risks across multiple programs.
- Proficient in managing subcontractors from various sources to achieve common objectives.
- Strong ability to prioritize tasks and manage diverse teams across multiple projects.
- Detail-oriented manager capable of understanding and conveying highly technical and complex topics to clients, senior leadership, and engineers.
- Exceptional customer management skills, ensuring client needs are met without scope expansion.
- Capability to perform scope/requirements analysis, effectively translating client desires into top-level scope and requirements.
- Hands-on experience in creating and maintaining integrated master schedules using MS Project.
- Skilled in estimating, collaborating with subject matter experts to develop duration and cost estimates.
- Demonstrated experience employing cost-effective readiness methodologies and life-cycle cost disciplines to ensure optimal system operational readiness outcomes.
- Familiarity with DHS standards and the equipment acquisition and qualification process.
- Excellent computer skills, with strong proficiency in Microsoft Office (Teams/SharePoint, Word, Excel, PowerPoint, Outlook), Microsoft Project, and knowledge of Deltek CostPoint or similar MRP/ERP software systems, Jira, and Windchill.
- Ability to adapt to changing priorities in a fast-paced, dynamic environment.
- Self-starter with minimal supervision required.
