Position Summary:

The Government Budget Analyst will play a crucial role in delivering programmatic, administrative, and operational support for the effective design, implementation, monitoring, evaluation, and learning of REFS-related initiatives. This position is vital for ensuring that the Office, Bureau, or Operating Unit leadership and teams can operate efficiently and achieve their objectives.

Key Responsibilities:

Budget Formulation and Planning:

  • Develop and consolidate budgets for major agency programs, considering both long-term and short-term needs.
  • Prepare and refine justification materials to articulate funding requirements.
  • Conduct research and analysis to address budget program challenges and activities.
  • Gather, analyze, and compile relevant data and information.
  • Formulate recommendations for addressing complex financial issues.

Budget Analysis:

  • Evaluate historical data against current spending trends for major agency programs.
  • Investigate budget-related issues requiring new or revised criteria to resolve conflicts between program and budgetary needs.
  • Address complex forecasting challenges arising from operational uncertainties.
  • Assess the appropriateness of methods used by officials in estimating funding requirements.
  • Analyze budget forecasts to ensure adequate funding for agency programs and projects.
  • Set financial and budgetary objectives, timelines, and criteria for measuring program success.
  • Evaluate cost-effectiveness in achieving program goals.
  • Prepare analytical reports with actionable recommendations.
  • Provide financial analysis and guidance to program officials and managers.
  • Review and suggest revisions to annual and supplemental budget requests.

Budget Reporting:

  • Monitor and verify integrated operating program data across various financial systems.
  • Assess the relationship between operational changes and financial status to ensure sufficient funding.
  • Input and adjust data into various reports and automated financial systems.

Knowledge Management:

  • Create and maintain documentation and spreadsheets using Google Suite and USAID portals.
  • Adhere to Agency and Federal guidelines for document retention.

Communications and Outreach:

  • Develop templates and assist in preparing presentations, fact sheets, and other communication materials.
  • Conduct research and prepare background information in collaboration with colleagues.

Research and Analysis:

  • Conduct desk research and data analysis as required.
  • Support the synthesis of data and analysis reports; present findings effectively.
  • Collaborate on the development of research strategies.

Qualifications:

  • This position typically serves as a progression from Program & Management Analyst II.
  • Requires one year of successful experience at the Program & Management Analyst Level II or equivalent qualifications.
  • An MA/MS with a minimum of 6 years of experience or a BA/BS with a minimum of 8 years of experience is preferred. An Associate's degree with 12 years of experience or a high school diploma with 14 years of relevant experience may also be considered.
  • Ability to obtain a USAID facility access (Public Trust) or SECRET clearance is necessary.
  • Strong oral, interpersonal, and written communication skills are essential for effective interaction with government clients and stakeholders.
  • Experience managing programs of similar size or scope is required.
  • Demonstrated understanding of relevant subject matter is essential.
  • Ability to work independently and contribute meaningfully to technical discussions is crucial.
  • Excellent organizational skills and attention to deadlines are required.
  • Proficiency in Google Suite and Microsoft Office Suite, including Excel, Word, and PowerPoint, is necessary.
  • Experience with USAID, USG, or related organizations is advantageous.
