Role Overview:

The Operations Specialist, OSP, plays a crucial role in overseeing the complete process of splicing, testing, and delivering both metro and long-haul customer fiber optic routes within designated markets, collaborating closely with Fiber Engineering, Construction, Service Delivery, and Financial teams.

Key Responsibilities:
  • Manage daily operations of splicing vendors across various projects to accelerate the splicing and testing of fiber optic routes.
  • Evaluate and confirm requirements (routing, fiber counts, hut spacing, etc.) for new route planning to ensure objectives are clearly defined and meet stakeholder expectations.
  • Coordinate access to customer and network points of presence for fiber splicing and testing vendors.
  • Provide specialized technical expertise in telecommunications related to fiber optic splicing and testing.
  • Participate in an on-call schedule to address network outages and emergency restoration activities.
  • Work with internal project managers to refine project schedules and budgets, actively managing them throughout execution.
  • Interface directly with customers, subcontractors, jurisdictional authorities, and internal personnel, supporting customer meetings as needed.
  • Oversee procurement of necessary equipment and materials for project implementation, monitoring stock and lead times to prevent delays.
  • Identify and mitigate project risks proactively, developing contingency plans as necessary.
  • Conduct resource planning for construction to ensure project objectives are met.
  • Develop Requests for Proposals (RFPs) for splicing and testing routes, managing the RFP process and negotiating with bidders to secure the best qualified awards.
  • Provide regular project-level reporting and updates to key customers.
  • Ensure timely delivery of routes within budget and according to construction standards.
  • Deliver splicing documentation to support teams promptly to ensure proper route documentation.
  • Review and approve testing packages and project documentation for consistent delivery to customers.
  • Collaborate with OSP teams across regions to ensure alignment between metro and long-haul projects and local objectives.
  • Conduct on-site surveys and attend field meetings to ensure projects meet delivery commitments.
  • Engage with municipalities and vendors to review project scope and maintain positive communication.
Qualifications:
  • Preferred Bachelor's Degree.
  • A minimum of five (5) years of experience in the telecommunications industry, particularly in outside plant, fiber optics, telecommunication architectures, optical transport equipment, and project management.
  • At least three (3) years of experience with various types of outside plant construction and managing large capital projects.
  • Knowledge of fiber optic cable splicing and testing.
  • Proficiency in Email, MS Excel, Word, Google Earth, and AutoCad.
  • Able to manage multiple aggressive RFP and design construction schedules and responses.
  • Ability to understand and interpret construction and fiber splicing documents.
  • Familiarity with all aspects of OSP management, including quoting, construction, and delivery.
  • Must possess a valid driver's license and be willing to drive as required.
Compensation: The base salary range is $56,300-$78,800 USD annually, commensurate with experience.
