The Operations Specialist, OSP plays a crucial role in overseeing the complete process of splicing, testing, and delivering fiber optic routes for both metro and long-haul customers in the Texas region. This position requires close collaboration with Fiber Engineering, Construction, Service Delivery, and Financial teams.

Key Responsibilities:
  • Manage daily operations of splicing vendors across various projects to facilitate the efficient splicing and testing of fiber optic routes.
  • Evaluate and confirm requirements for new route planning, ensuring clarity in route objectives and stakeholder needs.
  • Coordinate access for fiber splicing and testing vendors at customer and network points of presence.
  • Provide specialized technical expertise in telecommunications, particularly in fiber optic splicing and testing.
  • Participate in an on-call schedule to address network outages and emergency restoration efforts.
  • Work with internal project managers to refine schedules and budgets, actively managing them throughout project execution.
  • Engage directly with customers, subcontractors, regulatory authorities, and internal personnel, supporting customer meetings as needed.
  • Oversee the procurement of necessary equipment and materials for project implementation, monitoring stock levels and lead times to prevent delays.
  • Identify potential project risks proactively and develop contingency plans.
  • Conduct resource planning for construction to ensure project objectives are achieved.
  • Develop and manage RFPs for splicing and testing, negotiating with bidders to secure the best qualified awards and managing contract terms throughout their duration.
  • Provide regular project-level reporting and updates to key customers.
  • Ensure timely and budget-compliant delivery of routes according to construction standards.
  • Deliver splicing documentation to support teams promptly to ensure proper route documentation.
  • Review and approve testing packages and project documentation for consistent customer delivery.
  • Collaborate with regional OSP teams to align metro and long-haul projects with local objectives.
  • Conduct on-site surveys and attend field meetings to ensure projects meet delivery commitments.
  • Occasionally meet with municipalities and vendors to discuss project scope and maintain positive communication.
Qualifications:
  • Bachelor's Degree preferred.
  • A minimum of five (5) years of experience in the telecommunications sector, specifically in outside plant, fiber optics, telecommunication architectures, optical transport equipment, and project management.
  • At least three (3) years of experience with outside plant construction and managing large capital projects.
  • Knowledge of fiber optic cable splicing and testing.
  • Proficiency in Email, MS Excel, Word, Google Earth, and AutoCad.
  • Ability to manage multiple aggressive RFP and design construction schedules.
  • Capability to read and understand construction and fiber splicing documents.
  • Familiarity with all aspects of OSP management, including quoting, construction, and delivery.
  • A valid driver's license is required, with the expectation to drive as necessary.
Compensation: Base Salary Range: $56,300-$78,800 USD annually, based on experience.
