Job Title: Senior IT Program Manager

Job Summary:

The Senior IT Program Manager, IT Systems Design & Development is responsible for owning one or more IT processes within a functional area. This role manages services provided to internal and external customers, working on multiple projects as a technical delivery team leader and sometimes as a project leader while managing matrixed resources.

Key Responsibilities:

  • Coordinate multiple project teams, vendors, and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned programs and overall portfolios.
  • Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators.
  • Establish Program Governance and Controls structures to enable effective escalation and decision-making processes.
  • Cultivate collaborative partnerships among stakeholders to enable scoping, financial, and resource decisions.
  • Identify and manage assessment of major changes to scope, schedule, and budget through the appropriate Program and Enterprise governance approval mechanisms.
  • Provide subject matter expertise while leading across diverse teams to meet or exceed business outcomes.
  • Align information technology solutions with the business strategy, working with business partners to understand business problems and desired outcomes.
  • Lead the planning, design, solutioning, and implementation of IT initiatives to support business strategy, measuring value and outcomes, and learning and adjusting based on continuous feedback.
  • Deliver high-quality solutions at optimal cost to customers, measuring solution performance and implementing improvements as needed.
  • Participate in the development of budgets, tracking and taking appropriate steps to manage and balance the budget.
  • Participate and provide input to the Service Level Agreement (SLA) and measures performance thereof.
  • Provide advice and counsel to the vendor relationship decision-making and contract development processes.
  • Review service provider performance, identifying and confirming performance challenges and elevating for resolution.
  • Meet regularly with teams to determine how best to solve for business outcomes, helping to remove or reduce obstacles impeding progress, and providing career leadership advice, guidance, encouragement, and feedback.
  • Collaborate with business and team members to establish measurable individual and team objectives that are aligned with business and organizational goals, documenting and presenting performance assessments, recognizing and rewarding associates commensurate with performance.
  • Identify the roles, skills, and competencies needed to meet short-term and long-term business outcomes, participating in IT workforce deployment activities.

Requirements:

  • Bachelor's Degree in related technical/business areas with 9+ years of relevant experience or equivalent work experience.
  • Hands-on experience with software development.
  • Strong knowledge and experience in Data Analytics.
  • Strong Agile delivery experience, SAFe experience A+.
  • Proven experience with API's, Devops, and lean development practices.
  • Strong expertise in developing and deploying applications in Cloud-based Platforms such as AWS, Azure, and other Cloud platforms.
  • Requires demonstrated ability to launch and deliver solutions, coordinating with multiple teams.
  • Experience with railroad or other Transportation companies strongly preferred.

Preferred Qualifications:

  • Experience managing large-scale advanced analytics & optimization implementation programs.
  • Understanding of IOT and big data technologies.
  • Master's Degree in technical/business or equivalent.
  • 11+ years of relevant work experience preferred.
  • Has delivered multiple projects using Agile methodologies.
  • Experience working in real-time 24x7 IT environments.
  • Domain knowledge of railroad or other transportation systems.

Work Environment:

  • Work is performed in an office environment, remote/traveling considered.
  • May require travel up to 25% of the time to any location in Wilmington, Philadelphia, Washington D.C.
  • Requires on-call status.

  • Must have excellent oral and written communication skills.
