Job Overview:

The successful candidate will take charge of managing a team of construction professionals while overseeing contractors engaged in onshore pipeline projects. A strong background in managing capital projects within the upstream or midstream sectors is essential, as the individual will be expected to hit the ground running upon joining.

Responsibilities

Key Tasks and Responsibilities:
  • Formulate interdisciplinary project teams, define roles and responsibilities, allocate resources, and ensure accountability for deliverables.
  • Develop work breakdown structures, create project timelines, identify interdependencies, and refine budget estimates. Produce project execution strategies and design frameworks.
  • Conduct desktop routing and site assessments for proposed pipelines and facilities.
  • Engage in the selection process for engineering contractors and lead project engineering initiatives.
  • Act as the primary liaison with clients, leading all in-country discussions and meetings.
  • Participate in design reviews and Process Hazard Analyses (PHAs) with stakeholders to ensure compliance with company standards and best practices.
  • Guide the local construction team to meet project delivery timelines.
  • Enhance contractor performance to ensure projects are completed on time and within budget while fulfilling contractual obligations.
  • Monitor actual expenditures against budget forecasts, manage contingencies, and report discrepancies. Assist in preparing monthly financial forecasts for all projects under management.
  • Maintain an in-depth understanding of project status, actively managing costs and schedules on a daily basis while providing regular updates to stakeholders.
Qualifications

Essential Qualifications and Education:
  • Bachelor's degree in Engineering is required; Civil, Chemical, Petroleum, or Mechanical disciplines are preferred, although other relevant fields may be considered with sufficient experience.
  • A minimum of ten (10) to fifteen (15) years of pertinent experience in designing and managing the execution of upstream or midstream capital projects, with a strong emphasis on onshore pipeline construction.
  • Experience in program or project management of high-volume, short-cycle pipeline projects and field gathering facilities is advantageous.
  • Comprehensive knowledge of pipeline design and construction processes.
  • Familiarity with industry codes and standards related to pipelines, measurement, and gathering facilities, as well as relevant local, state, and federal regulations.
  • Working knowledge of environmental and safety regulations applicable to the industry.
  • Proven leadership in Occupational and Process Safety principles and their application to pipeline and production facility design and installation.
  • Basic knowledge of spatial data management and mapping software, such as ArcGIS, is required; advanced experience is a plus.
  • Ability to prepare and validate cost and schedule estimates effectively.
  • Experience in applying project management techniques and best practices.
  • Competency in assessing project cost and schedule performance; prior experience with earned value management is a plus.
  • Proficiency in standard office software such as Excel, Word, and PowerPoint.
  • Self-motivated and technically proficient with strong problem-solving skills, capable of working collaboratively within a team environment.
  • Demonstrated ability to take initiative in resolving issues, developing solutions, and executing them with urgency.
  • Excellent organizational, interpersonal, and communication skills.
