FLSA STATUS: Exempt

DIVISION: Analytics Services Division (ASD)

DEPARTMENT: Analytical Programs

TRAVEL REQUIREMENT: Travel as necessary for conferences, training, etc.

WORK SCHEDULE: Monday – Friday, 9:00 AM to 5:30 PM (37.5 hours weekly); additional hours may be required based on management approval. Shifts may include day, evening, and weekends as needed.

SUPERVISION: Reports to the Program Manager, SOTT.

SUPERVISORY RESPONSIBILITIES: None

PUBLIC CONTACT: Ongoing interaction requiring professionalism, discretion, and sound judgment.

LICENSING AND CERTIFICATION: Eligibility for VCIN certification is required, necessitating U.S. citizenship or lawful residency for the past 10 consecutive years. VCIN certification must be obtained within three months of employment and maintained through required training, including background checks and fingerprinting.

GENERAL OVERVIEW: The Analyst I for the Sex Offender Tracking Team (SOTT) plays a critical role in providing analytical and case-related support to the National Center for Missing & Exploited Children (NCMEC) and law enforcement agencies. This position involves developing a comprehensive understanding of sex offender data through collaboration with state registries, U.S. Marshals, and various law enforcement entities. The analyst will also engage in the review of internal NCMEC data and conduct searches across public records databases as necessary.

The analyst will handle sensitive information related to crimes against children and adults, requiring a high degree of accuracy and attention to detail in all reporting.

KEY RESPONSIBILITIES:

  • Access and utilize NCIC/Nlets data upon successful completion of VCIN certification.
  • Respond to requests from law enforcement for assistance and analysis regarding noncompliant sex offenders.
  • Act as a liaison with U.S. Marshals, state registries, and other law enforcement agencies to gather critical data for NCMEC's support efforts.
  • Employ both internal and external information sources to aid investigations concerning noncompliant sex offenders.
  • Determine methodologies and strategies for conducting searches using available databases.
  • Assist in the creation and production of analytical reports, including information collection, research, and evaluation of investigative reports to identify and locate noncompliant sex offenders.
  • Review and process reports in accordance with established SOTT guidelines.
  • Support law enforcement investigations by analyzing internal data for connections between noncompliant sex offenders and unresolved cases involving child abductions, missing children, and online exploitation.
  • Maintain organized paper and electronic files related to SOTT reports and cases.
  • Respond to both internal and external inquiries for information and assistance.
  • Collaborate with management to develop educational materials for law enforcement and state registries regarding the SOTT.
  • Be available for day, evening, and weekend shifts as required.
  • Participate in an on-call rotation as necessary.
  • Uphold a professional image and demonstrate loyalty to NCMEC and its mission to protect children.
  • Adhere to all regulations, policies, and procedures.
  • Respond promptly to communications.
  • Engage with colleagues, management, law enforcement officials, and other agencies in a courteous and professional manner.
  • Perform additional duties as assigned.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Criminal Justice or a related field.
  • Preferred two years of relevant work or internship experience.
  • An equivalent combination of education and experience may be considered.
  • Law enforcement experience is preferred (sworn or civilian).

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong verbal and written communication skills, along with proficiency in Microsoft Office Suite.
  • Ability to manage multiple projects and meet deadlines.
  • Analytical skills with a focus on criminal activity or related experience in missing children's cases.
  • Familiarity with sex offender legislation and registries at local, state, and national levels.
  • Willingness to work on-call and maintain a flexible schedule.
  • Ability to travel as required for training and conferences.
  • Adaptability and teamwork skills, as well as the ability to work independently.
  • Capability to handle sensitive information with integrity and confidentiality.
