TRAVEL REQUIREMENT: Occasional travel for conferences and training.
WORK SCHEDULE: Monday to Friday, 9:00 AM to 5:30 PM (37.5 hours per week); flexibility required for day, evening, and weekend shifts as necessary.
SUPERVISION: Reports to the Program Manager, SOTT.
SUPERVISORY RESPONSIBILITIES: None
PUBLIC CONTACT: Regular interaction requiring professionalism and sound judgment.
LICENSING AND CERTIFICATION: Eligibility for VCIN certification is required, necessitating U.S. citizenship or lawful residency for the past 10 years. Certification must be obtained within three months of employment and maintained through required training, including background checks.
OVERVIEW: The Analyst I for the Sex Offender Tracking Team (SOTT) plays a crucial role in providing analytical support and case management services to the National Center for Missing & Exploited Children (NCMEC) and law enforcement agencies. This position involves building a comprehensive understanding of sex offender data through collaboration with state registries, U.S. Marshals, and various law enforcement entities. Analysts will also review internal NCMEC data and conduct public records searches to gather relevant information.
The nature of the reports may involve sensitive topics, including crimes against children and adults. Candidates must be able to manage exposure to such content while maintaining a high standard of accuracy and thoroughness in their work.
KEY RESPONSIBILITIES:
- Access and utilize NCIC/Nlets data upon successful VCIN certification.
- Respond to inquiries from law enforcement regarding noncompliant sex offenders.
- Act as a liaison to gather information and enhance the knowledge base regarding sex offenders for NCMEC's support to law enforcement.
- Leverage both internal and external data sources to aid investigations related to noncompliant sex offenders.
- Determine effective methods and strategies for conducting database searches.
- Assist in the creation of analytical reports through information collection, research, and evaluation of investigative documents.
- Review and process reports in accordance with established SOTT guidelines.
- Support law enforcement investigations by analyzing internal data for connections to unresolved cases involving child abductions and online exploitation.
- Maintain organized paper and electronic files related to SOTT cases.
- Respond to requests for information and assistance from both internal and external stakeholders.
- Collaborate with management to develop training materials for law enforcement and state registries about SOTT.
- Work flexible hours, including evenings and weekends, as required.
- Uphold a professional image and demonstrate loyalty to NCMEC's mission of child protection.
- Adhere to all organizational policies and procedures.
- Communicate effectively with colleagues, management, law enforcement, and other agencies.
- Perform additional duties as assigned.
EDUCATION AND EXPERIENCE:
- Bachelor's degree in Criminal Justice or a related field.
- Preferred two years of relevant work or internship experience.
- An equivalent combination of education and experience may be considered.
- Preferred law enforcement experience (sworn or civilian).
SKILLS AND QUALIFICATIONS:
- Strong verbal and written communication skills, with proficiency in Microsoft Office Suite.
- Ability to manage multiple projects and meet deadlines.
- Analytical skills with experience in criminal activity analysis or related fields.
- Familiarity with sex offender legislation and registries.
- Flexibility to work on-call and adapt to varying schedules.
